In this supervisory capacity, you will oversee, strategize, and manage the daily operations of the Payroll and Benefits unit, which handles a comprehensive range of personnel, payroll, and benefits transactions.

Key Responsibilities:

  • Lead and mentor staff in the application and understanding of all personnel, payroll, and benefits processes, including the utilization of SAP, SCO, CalPERS, HR Connect, and ERMS systems.
  • Provide expert guidance and strategic direction to team members, establishing clear goals, priorities, and timelines for project completion.
  • Contribute to the design and execution of an effective training curriculum for payroll and benefits personnel, Administrative Officers, HR Assistants, and related stakeholders.
  • Oversee the ongoing maintenance and enhancements of the SAP HR Administration Modules, focusing on Personnel, Time, and Organizational Management.
  • Assist in the management of Human Resources configuration, reporting, testing, and ServiceHub Tickets to ensure alignment with business requirements and compliance with established policies.
  • Interpret and enforce relevant governmental regulations and guidelines regarding personnel transactions.
  • Review and validate staff documentation for accuracy and adherence to compliance standards.
  • Monitor employee performance, identify skill gaps, and provide constructive feedback to enhance team capabilities.
  • Engage in the development and revision of policies and procedures, including the Personnel Specialist Reference and Benefit Manuals.
  • Collaborate effectively with state control agencies and other governmental bodies.
  • Offer technical support in addressing sensitive personnel transaction matters.
  • Respond to employee inquiries with professionalism and clarity.
  • Stay informed about changes in regulations, departmental policies, and union contracts that impact personnel and payroll functions.
  • Foster an inclusive workplace culture that values diversity and promotes equity.
  • Exhibit a positive demeanor and a commitment to delivering high-quality service that meets or exceeds expectations.
