Are you seeking a rewarding opportunity in a dynamic and fast-paced setting? The Department of Water Resources is looking for a dedicated individual to fill the role of Staff Services Manager I. In this supervisory capacity, you will oversee, strategize, and manage the daily operations of the Payroll and Benefits unit, which handles a comprehensive range of personnel, payroll, and benefits transactions.
Key Responsibilities:
- Lead and mentor staff in the application and understanding of all personnel, payroll, and benefits processes, including the utilization of SAP, SCO, CalPERS, HR Connect, and ERMS systems.
- Provide expert guidance and strategic direction to team members, establishing clear goals, priorities, and timelines for project completion.
- Contribute to the design and execution of an effective training curriculum for payroll and benefits personnel, Administrative Officers, HR Assistants, and related stakeholders.
- Oversee the ongoing maintenance and enhancements of the SAP HR Administration Modules, focusing on Personnel, Time, and Organizational Management.
- Assist in the management of Human Resources configuration, reporting, testing, and ServiceHub Tickets to ensure alignment with business requirements and compliance with established policies.
- Interpret and enforce relevant governmental regulations and guidelines regarding personnel transactions.
- Review and validate staff documentation for accuracy and adherence to compliance standards.
- Monitor employee performance, identify skill gaps, and provide constructive feedback to enhance team capabilities.
- Engage in the development and revision of policies and procedures, including the Personnel Specialist Reference and Benefit Manuals.
- Collaborate effectively with state control agencies and other governmental bodies.
- Offer technical support in addressing sensitive personnel transaction matters.
- Respond to employee inquiries with professionalism and clarity.
- Stay informed about changes in regulations, departmental policies, and union contracts that impact personnel and payroll functions.
- Foster an inclusive workplace culture that values diversity and promotes equity.
- Exhibit a positive demeanor and a commitment to delivering high-quality service that meets or exceeds expectations.
