As a supervisory professional, you will oversee, coordinate, and manage the daily operations of the Payroll and Benefits unit, which handles a comprehensive range of personnel, payroll, and benefits transactions, including position control, organizational changes, various reporting functions, and the implementation of governmental regulations and audits.

Your Key Responsibilities Include:

  • Supervising and training staff on the use and significance of all personnel, payroll, and benefits processes, as well as the utilization of systems such as SAP, SCO, CalPERS, HR Connect, and ERMS.
  • Providing technical expertise and strategic leadership to staff, establishing clear goals, priorities, and timelines for task completion.
  • Assisting in the creation and execution of an effective training curriculum for payroll and benefits unit personnel, Administrative Officers, HR Assistants, and relevant line organizations.
  • Overseeing the ongoing maintenance and enhancements of the SAP HR Administration Modules, focusing on Personnel, Time, and Organizational Management.
  • Assisting in the management of the Division of Human Resources configuration, reporting, testing, and ServiceHub Tickets to align with business requirements and ensure adherence to HR policies and procedures.
  • Interpreting and applying governmental regulations and guidelines regarding personnel transactions.
  • Reviewing staff documentation for accuracy and compliance.
  • Monitoring employee performance, identifying knowledge or skill gaps, and providing constructive feedback.
  • Participating in the development and revision of policies and procedures, including the Personnel Specialist Reference and Benefit Manuals.
  • Collaborating with state control agencies and other governmental organizations.
  • Offering technical guidance on sensitive personnel transaction matters.
  • Responding to employee inquiries.
  • Staying informed about regulations, departmental policies, and union contract changes related to personnel and payroll functions to provide training and technical support.
  • Fostering an equitable and inclusive workplace that values diversity.
  • Exhibiting a positive attitude and commitment to delivering high-quality service that meets and exceeds customer expectations.
