PRIMARY OBJECTIVE

The core function of the Recruiter is to oversee, manage, and evaluate staffing operations for the division. This includes interviewing prospective candidates and handling the complete recruitment cycle for potential hires. The Recruiter will identify future staffing requirements, craft job descriptions, source candidates via databases and recruitment platforms, conduct interviews, manage documentation, and stay informed about employment laws and regulations. The role involves assessing departmental needs for additional personnel by collaborating with senior management. A comprehensive understanding of human resources practices is essential to ensure effective hiring. The Recruiter will report to the Human Resource Director and collaborate closely with the HR Coordinator and departmental managers to address hiring needs across the division.

KEY RESPONSIBILITIES

  1. Designs, implements, and manages all stages of the recruitment process.
  2. Consults with the senior HR Director on critical talent shortages and drives an effective talent strategy aligned with the division's goals.
  3. Ensures adherence to federal, state, and local employment laws and organizational policies.
  4. Completes necessary reporting for compliance purposes.
  5. Creates and updates job specifications and descriptions.
  6. Conducts background checks for the division.
  7. Coordinates interview schedules and prepares interview questions and selection materials.
  8. Organizes recruitment resources.
  9. Advertises job openings on recruitment platforms and relevant job boards.
  10. Reviews resumes, cover letters, and job applications.
  11. Facilitates the interview process and assesses candidates' qualifications.
  12. Follows up with successful candidates and maintains internal records.
  13. Acts as the primary liaison between candidates and the organization during the selection process.
  14. Understands the business strategy of The Salvation Army and provides consultation on the aligned talent strategy.
  15. Implements a rigorous talent assessment process.
  16. Shares market and competitive insights with the HR Manager and Director of HR.
  17. Provides regular updates on recruitment progress to the HR Manager and Director of HR.
  18. Networks and builds a talent pipeline with industry professionals to attract highly skilled candidates.
  19. Participates in college job fairs and recruitment events.
  20. Develops a diversity sourcing strategy for designated business units, fostering partnerships with diverse organizations.
  21. Conducts comprehensive job market analysis to ensure competitiveness in compensation and staffing.
  22. Performs additional duties as assigned.

QUALIFICATIONS AND SKILLS

  1. Associate's degree required; Bachelor's degree preferred.
  2. 2-3 years of administrative support experience.
  3. A minimum of 1 year of experience in recruitment or talent acquisition is required.
  4. Proficient in Microsoft Office Suite, UKG, and major recruitment platforms (e.g., Indeed, LinkedIn, Zip Recruiter).
  5. Strong organizational and detail-oriented skills.
  6. Ability to manage multiple tasks effectively.
  7. Excellent communication skills.
  8. High integrity and ability to maintain confidentiality.
  9. Professional demeanor on the phone.
  10. In-depth understanding of local job market dynamics.

CERTIFICATIONS AND LICENSES

  1. Must possess a valid driver's license and the ability to operate a vehicle.
  2. Must be at least 21 years of age.
  3. Completion of vehicle operation training is required.

PHYSICAL DEMANDS:

  1. Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.
  2. Ability to grasp, push, and pull objects.
  3. Ability to reach overhead.
  4. Ability to operate a telephone and computer.
  5. Ability to lift up to 25 lbs. for administrative tasks.
  6. Ability to process written, visual, and verbal information.
  7. Ability to use basic office equipment (e.g., PC, fax machine, telephone, calculator, copier, printer).
