Posting Identification Number 40738 Position Overview The Department of Commerce & Economic Opportunity (DCEO) is looking to hire a Workforce Grant Manager in Springfield. The Workforce Grant Manager is responsible for providing grant administration and oversight of workforce development grants in Illinois. Under the general direction of the Office of Employment and Training (OET) leadership team, performs professional duties representing the State of Illinois in providing grant administration and management of federally funded workforce grants; coordinates the grant selection process based on the funding requirements and the Illinois Grant Accountability and Transparence Act (GATA); makes determinations on workforce grantee's report and required supporting documents; develops, maintain, and implements timely processing of grant tasks and acts as a central point of contact during the life of grant; provides training and technical assistance to grant recipients. Job Responsibilities Under the general direction of the Grants Administrator in the Office of Employment and Training, serves as the Workforce Grant Manager responsible for the administration of discretionary workforce grants as directed. Coordinates the Notice of Funding Opportunity (NOFO) Merit Review Process in Accordance with the Grant Accountability and Transparency Act of the Office of Employment and Training Procedures as assigned. Develops analytical reports for evaluation of the grantee's ability to meet service goals established for the workforce grants as directed. Provides support, coaching, and collaboration; train new or entry level staff on grant administration processes, procedures, and techniques; and communicates, including making presentations, and collaborates in a professional manner with internal and external parties regarding grant administration and demonstrating proactive technical assistance and communication in increase quality of outcomes. Works with the OET Budget Unit and DCEO Accounting Office to establish and maintain the grant program infrastructure that is required for the management of the grants and the reporting of expenditures and obligations to the United States Department of Labor or other funders. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration. Requires two (2) years of responsible administrative experience in a public or business organization. Specialized Skills Requires two (2) years of professional experience with grant administration or monitoring of federal, state, or local grants. Requires two (2) years of experience analyzing grant budgets, fiscal reports and performing fiscal reconciliations. Requires two (2) years of experience providing technical assistance to grantees regarding grant requirements. Preferred Qualifications Prefers two (2) years of professional experience with grant administration, or the monitoring of federal, state, or local grants. Prefers intermediary proficiency and ability to utilize Microsoft Excel, Word, Outlook, SharePoint, and grant reporting/tracking systems.
