Job Overview

Position Summary:

IEM International Inc. is in search of a meticulous and committed Full Time - Grants Compliance Specialist I (GCS I) to oversee the proficient and compliant administration of grants for our State Broadband Program, which is financed by BEAD and other state and federal resources. The Grants Compliance Specialist I will play a pivotal role in monitoring and ensuring compliance with federal guidelines and reporting obligations pertinent to the grant initiatives aimed at enhancing broadband access within our state.

Primary Work Locations:

  • Work may be conducted in various states, including Ohio, Oregon, and Illinois, with the possibility of additional states being included.
  • This role will initially be a hybrid position, combining remote work with in-office responsibilities based on operational needs, which may range from 1 to 5 days per week.
  • Remote work setups must meet minimum Internet speed requirements of 25 Mbps upload and 3 Mbps download, with a ping rate of 100 ms or less during working hours. Access to your Internet service provider account is also necessary for maintaining connectivity as needed.

Travel Expectations:

  • This role may necessitate travel for the completion of assignments or participation in meetings.

Key Responsibilities:

  • Establish and execute compliance protocols and procedures for grant management in alignment with federal standards and requirements.
  • Conduct routine evaluations and audits of grant activities to ensure adherence to BEAD and Treasury CPF funding regulations.
  • Offer guidance and training to grant recipients regarding compliance obligations and best practices.
  • Monitor grant expenditures and activities to ensure consistency with approved budgets and project plans.
  • Collaborate with both internal and external stakeholders to resolve compliance challenges and mitigate risks.
  • Prepare and submit precise and timely reports to federal entities concerning grant compliance and performance.
  • Stay updated on changes in federal regulations and guidelines related to BEAD and Treasury CPF funds.
  • Assist in the formulation of grant agreements, policies, and procedures to enhance compliance and accountability.
  • Support program evaluation initiatives to assess the impact of grant-funded projects on broadband accessibility and adoption.
  • Engage in meetings and training sessions to remain informed about best practices in grant compliance and management.

Required Qualifications:

  • One (1) year of experience in grants, preferably related to broadband consulting and/or broadband grant programs at the state or federal level.
  • Bachelor's degree in a relevant discipline, such as Accounting, Finance, or Public Administration.
  • Prior experience in grants compliance or management, ideally within a governmental or non-profit context.
  • Basic knowledge of federal grant regulations, particularly in relation to broadband consulting and/or broadband grant programs at the state or federal level.
  • Strong analytical abilities and attention to detail to ensure accurate compliance monitoring and reporting.
  • Excellent communication and interpersonal skills for effective collaboration with diverse stakeholders.
  • Capability to work independently and prioritize tasks in a dynamic environment.
  • Familiarity with grant management software and tools is advantageous.
  • Commitment to maintaining ethical standards and promoting transparency in grant administration.
