Job Overview

Position Summary:

IEM International Inc. is in search of a meticulous and committed Full Time - Grants Compliance Specialist I (GCS I) to facilitate the proficient and compliant administration of grants within IEM's State Broadband Program, which is financed by BEAD and various state and federal funds. The Grants Compliance Specialist I will play a crucial role in monitoring and ensuring compliance with federal regulations and reporting obligations associated with the grant initiatives aimed at enhancing broadband access across our state.

Primary Work Locations:

  • Potential work locations include Ohio, Oregon, and Illinois, with the possibility of additional states being included.
  • This role will initially operate in a Hybrid format, combining remote work with in-office responsibilities, which will be determined by business requirements and may vary from 1 to 5 days per week.
  • All remote positions necessitate maintaining minimum Internet speeds of 25 Mbps upload and 3 Mbps download, along with a ping rate of 100 ms or less during working hours. Employees must also have access to their Internet service provider account for connection maintenance as needed.

Travel Expectations:

  • This role may involve travel for work assignments or meetings.

Key Responsibilities:

  • Establish and execute compliance protocols and procedures for grant management in line with federal standards and requirements.
  • Conduct regular assessments and audits of grant activities to ensure adherence to BEAD and Treasury CPF funding regulations.
  • Offer guidance and training to grant recipients regarding compliance standards and best practices.
  • Oversee grant expenditures and activities to confirm alignment with approved budgets and project objectives.
  • Collaborate with both internal and external stakeholders to resolve compliance challenges and mitigate risks.
  • Prepare and submit precise and timely reports to federal agencies concerning grant compliance and performance metrics.
  • Stay updated on modifications in federal regulations and guidelines pertaining to BEAD and Treasury CPF funds.
  • Assist in formulating grant agreements, policies, and procedures to bolster compliance and accountability.
  • Support program evaluation initiatives to measure the impact of grant-funded projects on broadband accessibility and adoption.
  • Engage in meetings and training sessions to remain informed about best practices in grant compliance and management.

Minimum Qualifications:

  • One (1) year of experience in Grants, ideally related to broadband consulting and/or broadband grant programs at the state or federal level.
  • Bachelor's degree in a relevant discipline, such as Accounting, Finance, or Public Administration.
  • Prior experience in grants compliance or management, preferably within a governmental or non-profit setting.
  • Basic knowledge of federal grant regulations, particularly in broadband consulting and/or broadband grant programs at the state or federal level.
  • Strong analytical abilities and attention to detail to ensure precise compliance monitoring and reporting.
  • Excellent communication and interpersonal skills for effective collaboration with diverse stakeholders.
  • Capacity to work independently and prioritize tasks in a dynamic environment.
  • Familiarity with grant management software and tools is advantageous.
  • Dedication to maintaining ethical standards and promoting transparency in grant administration.

  • Starting salary based on location and experience: $62,000 - $80,000.
