Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by improving African American maternal and infant health outcomes. The candidate works under the direction of the Health Program Manager (HPM) II, Chief of the Perinatal Equity (PE) Section. The Health Program Specialist (HPS) II functions as a highly skilled, technical program consultant providing programmatic support to the PE Section’s Black Infant Health (BIH) program by managing a caseload of BIH counties, providing technical assistance to those counties, and assisting with expert technical assistance related to the reduction of health disparities in underserved/under-resourced populations, specifically the African American population. The HPS II will collaborate with Maternal, Child, and Adolescent Health (MCAH) program consultants, policy development and epidemiology research scientists, and other state agency partners and stakeholders in identifying and decreasing health disparities, especially within the African American population. The HPS II ensures coordination with related Title V activities and integration of Title V MCAH priorities as appropriate and provides additional Title V related support as needed to ensure alignment of program goals. The ideal candidate for this position will possess the following: Ability to provide culturally sensitive program support and work collaboratively with the Health Equity Section and other Title V funded programs. Ability to develop and implement program standards to promote optimal program outcomes. Ability to support programs with the development of tools and resources for program effectiveness and quality improvement. Ability to monitor and track birth outcomes and provide support services to address health inequities in underserved and under-resourced communities as well as ethnic populations. Ability to assist with organizing and providing resource support for trainings to state and local program staff on public health performance monitoring and continuous quality improvement and effective program implementation.
