About the Role: The California Department of Public Health (CDPH) is seeking a qualified individual for the position of Research Scientist Supervisor II (Social/Behavioral) within our Center for Family Health.

Key Responsibilities:

  • Provide scientific and managerial guidance to staff specializing in social/behavioral sciences and epidemiology for the execution of program evaluation studies and ongoing monitoring.
  • Manage resources and personnel to ensure timely delivery of evaluation products. This includes planning, organizing, and overseeing the development and execution of evaluation studies utilizing various methodologies such as environmental scans and complex statistical analyses.
  • Collaborate with state and local partners to create and share program performance metrics, ensuring alignment with a Results-Based Accountability framework.
  • Lead efforts in presenting programmatic data through data visualization tools (e.g., PowerBI, Tableau).
  • Ensure that all research and evaluation projects comply with state mandates regarding the protection of human subjects.
  • Oversee the creation and maintenance of statewide management information systems that support local agency program management and evaluation activities.
  • Coordinate with the Information Technology Services Division to ensure adherence to state IT standards and privacy policies.
  • Guide the development of data collection protocols, forms, and reports for local agencies.
  • Direct the maintenance and analysis of statewide program data files, providing technical assistance to local agencies.
  • Work with MCAH Division staff and stakeholders to propose and assess new prevention policies and programs based on scientific findings.
  • Offer expert consultation on complex program evaluation issues, focusing on evidence-based approaches.
  • Develop recommendations for research, evaluation, and policy needs within the MCAH Division.
  • Engage in external stakeholder groups and lead internal planning teams.
  • Prepare scientific reports and publications to communicate evaluation findings and their implications to public health partners and the scientific community.
  • Supervise the development of procedures to ensure compliance with departmental policies.
  • Foster professional development among staff through regular meetings and support for individual development plans.
  • Stay updated on scientific literature and participate in continuing education opportunities.

Desirable Qualifications:

  • Experience in evaluating government programs.
  • Proficiency in developing statewide data systems and managing IT contracts.
  • Strong leadership skills with a solution-oriented approach.
  • Experience with participatory evaluation practices and robust quantitative skills is highly preferred.
