Behavioral Health Program Director

The Behavioral Health Program Director is responsible leading an effective, patient-centered behavioral health department; including conceptualizing, planning, prioritizing, and implementing integrated behavioral health (behavioral health imbedded in primary care clinics), at One Community Health (OCH). Provides leadership, consultation, and training in efforts to design and implement behavioral health care programs throughout the organization.

ESSENTIAL FUNCTIONS

  • Oversees the programmatic and administrative functions of the Behavioral Health Department for all OCH locations, ensuring the services of the department are optimized for One Community Health's patient population.
  • Work with clinical leaders to establish the department's practice standards for the provision of outpatient integrated behavioral health services for patients of all ages.
  • Ensure compliance with all relevant local, state, and federal regulations and accreditation standards related to behavioral health services.
  • Oversee the collection, analysis, and reporting of data related to patient outcomes, departmental performance, and service utilization.
  • Collaborate with the Quality Director to establish and lead quality improvement and quality assurance initiatives.
  • Foster collaborations with external healthcare providers, community organizations, and other stakeholders to enhance the continuum of care for patients.
  • Develop and manage the behavioral health department budget, ensuring financial sustainability and resource allocation.
  • Lead community outreach initiatives and educational programs to raise awareness about behavioral health issues and services available at OCH.
  • Identify and manage potential risks within the behavioral health department, implementing risk mitigation strategies as necessary.
  • Support the recruitment, hiring, and retention of qualified behavioral health staff, ensuring the department is staffed with skilled professionals.
  • Support and provide professional development opportunities for staff.
  • Responsible for administrative oversight of internship programs.
  • Ensure departmental grant-funded programs are administered and functioning within grant guidelines.
  • Monitor funding, assist with grant and budget preparation, manage contracts, and gather relevant statistics.
  • Maintain positive community networks with relevant local, state, and national agencies supporting all OCH service lines, including HIV Program and Comprehensive Perinatal Support Program (CPSP) services.
  • Provide leadership and guidance to staff, ensuring an interdisciplinary model of care and effective teamwork.
  • Monitor funding opportunities and assist with grant proposals.

Additional Duties

  • Development and implementation of policies and procedures, reporting requirements and other guidelines.
  • Represents One Community Health in the community or interagency activities, speaking at community events when needed.
  • Participates in staff meetings, management team meetings and other forums as required.
  • Stays abreast of latest development in public health related to HIV/AIDS, LGBTQIA+, and MCAH health.
  • Builds and maintains relationships with collaborating agencies with a focus on agencies that extend our ability to serve hard-to-reach or disparately impacted sub-populations.
  • Assists the preparation of program promotional materials, press releases, Board reports, newsletter articles, and/or blog entries.
  • Monitors and pursues opportunities to disseminate best practices and program successes to local, state, and national audiences of professional colleagues through written communication and distance-learning or conference presentations.
  • Other duties as assigned.

MINIMUM REQUIREMENTS

  • Master's degree in social work or combination of similar education and experience which provides the expertise needed to execute departmental goals and have credibility with peers and staff.
  • Demonstrated competency in development and implementation of integrated behavioral health programs and measured improvement of services for patients.
  • Demonstrated competency in leading a team, including hiring, development, performance management, and leading collaboration between behavioral health staff and other disciplines in a community clinic setting.
  • Ability to speak effectively before patients or employees of the organization
  • Ability to handle all manner of client communications tactfully, confidentially, and professionally.
  • Ability to exercise sound judgment in handling all functions of the position.
  • Demonstrated leadership ability, team management and interpersonal skills.
  • Proven ability to integrate support and medical services within a primary care setting.

PREFERRED BACKGROUND

  • FQHC Experience
  • Experience with Health Information Systems; health data collection, management and analysis; and Quality Improvement strategies.
  • Experience and/or knowledge in management of and compliance with the federal HRSA-HIV/AIDS Bureau grant funding.

SUPERVISORY RESPONSIBILITIES

This position supervises the Behavioral Health Manager and oversees the Behavioral Health Department.
