Established in 1961 as a California Water District under the provisions of the California Water Code, IRWD is an independent special district serving central Orange County. As an independent, not-for-profit public agency, IRWD is governed by a publicly elected five-member Board of Directors. The Board is responsible for the District's policies and decision-making. The Position Supervises the operation and maintenance of District treatment plants and distribution systems.

Supervise Operators; review operational data for all water systems; assure the efficient operation of systems; identify key operational problems and submit findings to the Water Operations Manager for evaluation.

Integrate newly constructed facilities with the existing water system. Supervise Operators I, II and III; review, prioritize and participate in the completion of work assignments for the section. Review routine operational data pertaining to treatment plants, flows, pressures and reservoir elevations to identify and evaluate key problems; discuss evaluation with Water Operations Manager. Participate in operational changes.

Operate, maintain and monitor the District's membrane treatment plants with an emphasis on reverse osmosis, nano filtration and micro filtration.

Understand water treatment theory that pertains to ground water and surface water treatment plants in accordance with all state and federal regulations. Operate the District's treatment plants and water systems through the use of computer-based telemetry control , monitoring and alarm system, taking corrective measures to ensure its continued efficient operation and to maintain water quality standards. Plan, implement, delegate and monitor routine and non-routine mechanical work activities within the treatment facilities. Perform administrative duties such as compiling and graphing information to maintain consumption records for Engineering and Operations; composing letters, completing Customer Service Reports, initiating purchase requisitions, material sign-out sheets, and damage reports; maintaining daily journals and data documentation. Supervise all data processed by operators, including Customer Service Reports, time sheets, daily journals and system patrol reports and treatment patrol sheets. Maintain, operate and perform basic troubleshooting on equipment including pumps, chlorinators, telemetry, electrical and hydraulic valves. Participate in special operational and maintenance projects. Assist the Water Operations Manager and Engineering in integrating new facilities into the existing system. Operate and maintain reservoirs, pump stations and pressure control stations to ensure the efficient operation of the water distribution system. Interface/advise with Customer Service Department regarding customer requests, complaints, corrective actions or job completion. Meet with customers regarding major complaints and resolve problems or make appropriate recommendations. Assume the job duties of the operators during their absence. Responsible for the maintenance of tools and supplies assigned to vehicle. Coordinate pipeline shutdowns and start-up of new facilities. Perform routine water quality sampling and adjust chemicals to comply with Federal, State and local regulations. Read and document critical water system pressures, flows, reservoir elevations and water quality. Operate, maintain and monitor chlorination, chloramination and de-chlorination facilities, pumping stations, wells, hydro-electric pump stations, pressure regulating/flow control structures and reservoirs; perform the chlorinating and testing of pipelines and reservoirs, check chlorine dosage rates, record daily usage. Participate in the selection, counseling and training of employees; review and evaluate performance of assigned personnel on a timely basis; recommend salary adjustments, promotions and disciplinary action for assigned staff.

Comply with District work-related safety practices and attend relevant safety training.

Responsible for all other work related duties.

Education:

High school graduation or equivalent required. For degrees obtained outside of the U.S., an official equivalency evaluation is required. Two college levels courses in water treatment. One college level course in system hydraulics. Experience:

Three (3) years of experience in water operations. License/Certification:

A valid California Class C driver's license is required. A valid California State Water Resources Control Board Grade 3 Water Treatment Certification is required. A valid California State Water Resources Control Board Grade 5 Water Distribution Certification is required within one year of hire.

Knowledge of: Practices and maintenance of water treatment plant operations. Principles, practices and maintenance of membrane treatment operations, multistage pressure filter treatments, nano-filtration, reverse osmosis systems and micro-filtration. Principles of biology, chemistry, bacteriology and mathematics. Water treatment methods, materials, practices, tools, machinery and technical equipment. Pertinent Federal and State standards for water treatment and operations. Water sampling procedures and methods. Proper work methods with hazardous materials. Operational and safety regulations pertaining to water treatment and maintenance

Compile statistics and forward to the Systems Operations Manager for analysis. Calculate and adjust chemical dosages based on test results, plant flows and plant performance; maintain predetermined water quality parameters; apply mathematical formulas to calculate blending, chemical dosages, chemical usage, pump rates and flow changes.

Technology Ability Proficient in the use of MS Office Suite (Word, Excel). Keyboarding abilities sufficient to perform the job. Judgment and Situational Reasoning Ability Ability to use good personal judgment and discretion in performing all job functions. Physical Requirements Will lift 50 lbs. on a routine basis and up to 80 lbs. with assistance. Must be certified annually to wear respiratory equipment.

Must be clean shaven such that any facial hair does not interfere with the fit of self-contained breathing apparatus. Environmental Adaptability Noise level may be higher than the typical office environment. Ability to work in an environment which may expose employee to hazardous materials and environment.
