This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA). This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number NGT5741200. Responsibilities: - Serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s), supervising a minimum of five full-time employees. - Supervise two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc. - Serve as a Human Resources advisor and technical specialist for one specific HR specialty. Duties: - Responsible for the human resources management of employees dispersed throughout the state under various pay systems. - Establish and ensure implementation of procedures for the administration of the merit placement and promotion plan. - Serve as the organizational point of contact and liaison with the Force Support Squadron (FSS). - Assist in administering and monitoring personnel resource requirements. - Prepare and process various HR related actions. Requirements: Conditions of Employment: - Qualifications Area of Consideration Group 3- All groups of Federal re-employment eligibles. General Experience:

Analyze problems, plan and organize work, communicate effectively orally and in writing. Specialized Experience:

1-year specialized experience equivalent to at least the next lower grade. Education:

There are no specific educational requirements for this position. Substitution of Education for Specialized Experience is allowed. Additional Information: - Male applicants born after 12/31/1959 must be registered under the Military Selective Service Act. - Position may be eligible for three RRR, Retention, Recruitment, Relocation incentive.
