As a Human Resources Specialist, you will:

Provide advice and counsel on the use of recruitment flexibilities and incentives, as appropriate, to attract highly qualified candidates to fill critical positions. Perform a variety of recruitment and staffing work, such as recruiting for competitive and excepted service positions, developing Merit Promotion, DEU, and Excepted Service announcements. Set pay for NNSA competitive and excepted service pay bands.
Provide outreach and recruitment services for NNSA in support of agency strategic plans for workforce management and succession planning. Research and analyze statutory, regulatory, and NNSA Demonstration project policies, procedures, and guidelines and determine the nature and extent of flexibilities permitted to resolve a variety of complex and unique HR issues.
Establish, develop, and maintain relationships with program coordinators, managers, and employees. Brief/counsel managers and employees on HR matters.
Work as an integral member of a staffing and classification team to accomplish work assignments and agency objectives.
Provide advice and guidance in developing position descriptions and addendums and authoritative advice and recommendations related to workforce restructuring and organizational management issues. Advise management on a wide range of compensation related policies. Provide guidance to supervisors and senior managers on effective strategies and solutions to effectively utilize HC resources to recruit and retain staff and meet workforce requirements.
Prepare written communication such as reports, correspondence, briefing materials, procedural processes, job analysis, vacancy announcements, position descriptions, and other human resources documents.
