Responsibilities: Serve as a Planning and Environmental Specialist located in the Alaska State Office. Responsible for reviewing resource management planning activities and National Environmental Policy Act (NEPA) analysis. Serve as procedure and policy coordinator on all NEPA and land use planning documentation, including preparation and monitoring annual work plans. Partner with managers to ensure adequate public participation in land use planning processes and review all planning and NEPA documents for accuracy. Coordinate all RMP activities and ensure documentation meets quality standards and compliance with FLPMA, NEPA, CEQ regulations, and internal guidelines. Provide interpretation, guidance, program leadership, and training for the development of major planning efforts and associated NEPA documents for District/Field/State Offices. Qualifications: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level in the Federal Service that is equivalent in difficulty and complexity as indicated by the following: Experience interpreting NEPA laws, regulations, policies, and guidance. Experience working on interdisciplinary teams. Experience reviewing NEPA documents for quality and compliance. Experience maintaining project reports, databases, and administrative records. OR Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. OR Combination of Education and Experience: You may meet qualifications with an equivalent combination of specialized experience and appropriate undergraduate education. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level in the Federal Service that is equivalent in difficulty and complexity as indicated by the following: Experience managing land use planning for multiple-use resource management planning and NEPA laws, regulations, policies, and guidance. Experience reviewing land use planning and NEPA documents for quality and compliance. Experience maintaining project reports, databases, and administrative records. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Education: If using education to qualify, you must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university.
