POSITION SUMMARY

The Ryan White (RW) Compliance Coordinator will be responsible for the monitoring and compliance of the Ryan White Part B program inclusive of Prison Linkage Case Management. The Compliance Coordinator ensures that the Case Management department remains compliant with all federal, state, local and TWCCH rules and regulations. This position will be responsible for continual auditing of RW Part B Case Management files and documents to ensure compliance with RW Part B program standards set forth by the Pennsylvania Department of Health. In addition, this position will be responsible for reviewing and updating all internal policies and procedures in conjunction with the RW Grants Administrator. This position will review and approve payment requests submitted by Case Managers to ensure compliance with appropriate spending as it relates to contractual obligations and program standards.

REPORTING RELATIONSHIPS

This position reports to the Ryan White Grants Administrator. No other positions report to this position; however, the Compliance Coordinator will be responsible for monitoring all documentation of notes and services of the Ryan White Part B program and work with staff to address and resolve any issues with their notes or services.

ESSENTIAL JOB DUTIES and FUNCTIONS

While living and demonstrating our Core Values, the RW Compliance Coordinator will:

  • Conduct RW Part B Case Management chart audits monthly to ensure compliance with program standards and contractual obligations.
  • Assist with the creation and on-going review of standard operating procedures within the Ryan White Part B program. All SOPs are to be reviewed and updated, if needed, on an annual basis.
  • Review and approve or deny payment requests submitted by Case Managers for patient service-related funding within five days of the date of request.
  • Track all approved and denied payment requests to ensure that the requests are submitted to finance for payment and that they are documented in the client's Medent chart. For requests that have been denied, ensure that the Case Manager makes appropriate adjustments.
  • Work with medical case management staff to resolve any issues that may arise that are not in compliance with the Ryan White Part B grant.
  • Ensure that all items purchased under the Ryan White Part B grant are tracked on the fixed asset inventory (FAI) on a monthly basis. This information is shared with the United Way to track all purchases made with Part B grant funding.
  • Ensure that Case Managers are obtaining copies of insurance plans from their client's that are seeking payment assistance with the health insurance premium assistance sub-service.
  • Complete the cost-benefit-analysis document, that is to be submitted to the United Way at the end of the fiscal year, on a monthly basis to ensure all clients who receive financial assistance for health insurance premium sub-service are tracked.
  • Ensure that all client Uber's that are paid for using RW Part B funding have appropriate memos completed and that it was an allowable form of transportation assistance according to the program standards.
  • Submit a monthly report to the RW Grants Administrator
  • Required to maintain an annual workplan for development of compliance of the RWB program
  • Ensure that case management services including, but not limited to, bus passes, food vouchers, gas cards, hygiene/cleaning products and ubers, have been entered into Careware through cross-checking client services weekly.Generate a monthly services rendered list to provide to finance for invoicing to the United Way.
  • Review the United Way recertification spreadsheet on a monthly basis to ensure that all client's recertification is active and they are eligible to continue receiving services.
  • Act as a liaison with the United Way to ensure grant compliance and optimal collaboration.
  • Act as a witness to the client hygiene checklist when client's are utilizing the hygiene and cleaning products program to ensure clients are receiving the appropriate amount of goods.
  • Ensure all new intakes and case closures are in compliance in both CareWare and Medent.
  • Perform other duties as assigned.
Requirements

REQUIRED QUALIFICATION
  • Bachelor's degree in business, human services, or related field OR any combination of relevant years of education and experience required
  • Compliance experience required
  • Excellent organizational and time management skills required
  • Understanding of the Ryan White program standards preferred
  • Detail-oriented with ability to meet strict deadlines
  • Excellent skills in problem-solving and improvement, leading and coaching others, and verbal and written communication skills
  • Must be able to perform effectively in a fast-paced environment with many changing priorities
  • Ability to work with individuals from various ethnic, cultural and socio-economic backgrounds including the LGBTQ+ community in a culturally competent non-judgemental manner
