Job Title: Purchasing Specialist (Procurement & Supply Specialist 2) Department: Logistics Operations Job Summary/Basic Function: The Purchasing Specialist oversees the college’s purchasing activities, ensuring efficient and compliant procurement of goods and services. This role includes managing inventory systems, administering procurement programs, and providing training on procurement processes and systems. The Specialist collaborates with campus departments and external vendors to streamline purchasing operations and support the overall mission of the campus operations team. DUTIES & RESPONSIBILITIES: Purchasing and Procurement Manage the purchasing function for the college, including sourcing decisions based on extensive knowledge of procurement and supply practices. Originate and execute competitive solicitation projects for both long-term contracts and one-time purchases. Conduct purchasing projects for specialized commodity areas, ensuring compliance with bid specifications and analyzing bids for complex variables. Research new sources of supply, locate and contact vendors and suppliers, and analyze supplier performance and quality of goods and services. Determine the need for, and adequacy of, requisitioned items, approving requests or making recommendations based on fund availability and other considerations. Follow up with vendors on order fulfillment progress and maintain vendor supplier tables. Training and System Administration Create and deliver training programs on purchasing modules and relevant software systems. Administer the college procurement card program and ensure compliance with policies and procedures. Identify and enter assets in inventory tracking programs, flagging assets for tagging as appropriate. Devise evaluation tools to assist clients in selecting alternate products and ensure specifications are adequate for commodities used. Coordination and Communication Coordinate purchasing activities with other departments on campus to ensure efficient procurement processes. Conduct pre-bid conferences and provide resource information to interested bidders. Communicate effectively with vendors, business representatives, and department/institution officials regarding purchasing matters. Assess annual usage of products by vendor to identify new contracting possibilities. Determine appropriate procurement methodologies, such as competitive bids, direct buy, or sole source acquisitions. Modify and adapt purchasing and supply management procedures to accommodate specialized or unusual acquisitions. General Duties Assist with the administration and maintenance of procurement systems and processes. Provide support and respond to inquiries from staff and suppliers regarding procurement policies and procedures. Undertake additional responsibilities and tasks as assigned to support the overall operations and goals of the campus. Minimum Qualifications: Education and Experience: (Full-time experience can substitute for the educational requirement on a year-for-year basis.) Associate’s degree in business administration, supply chain management, accounting, or a closely related field. 2 years of experience in procurement, supply chain management, or a related area. Demonstrated Knowledge, Skills, and Abilities: Proficiency with procurement and inventory management systems. Strong understanding of procurement policies and best practices. Excellent communication skills for conveying information clearly. Ability to maintain a professional and welcoming demeanor. Experience collaborating with diverse colleagues. Strong organizational and time-management skills. Proficiency in MS Office Suite and the ability to learn new software systems. Preferred Qualifications: Bachelor’s degree in Business Administration, Public Administration, Procurement, Logistics, Supply Management, or a related field. Professional certification in procurement or supply chain management (e.g., CPSM, CPIM). Knowledge of Washington State contracting and purchasing procedures. Experience in higher education or public sector procurement. Familiarity with state procurement regulations. Experience developing and delivering training programs. Ability to analyze data and generate supporting reports. Physical Demands Ability to operate office equipment Ability to read and verify data and prepare various materials Ability to exchange information on the phone or in person Work Hours: Full-time position, Monday-Friday 40 hours per week.
