JOB REQUIREMENTS: PURPOSE OF POSITION The purpose of the FiscalSpecialist position is to provide a high level of customer service andadministrative support to specific programs and services or members ofmanagement. ESSENTIAL DUTIES AND RESPONSIBILITIES The following dutiesare normal for this position. These are not to be construed as exclusiveor all-inclusive. Other duties may be required or assigned. Providesfiscal and program support to entire agency; including accessing thecounty AS400 accounting system, accounts payable, accounts receivable,posting payments, paying invoices, expense and revenue tracking,billing, reconciliations, data entry, creating and mailing clientinvoices, insurance claiming, depositing revenue, credentialing,assisting with audits, and other basic accounting functions. Providesfiscal support to management staff; including creating generalcorrespondence, maintaining files and databases, creating presentationsand reports, scheduling appointments, and coordinating programmaticactivities. Performs reception duties including; opening and closing theoffice, greeting clients and visitors, answering telephone and routingto correct staff, delivering messages and documents, accepting paymentsand writing receipts, distributing information regarding agency programsand services, and distributing items from Public Health Loan Closet. Ifspecifically assigned, performs fiscal and program support to theChildren\'s Services Unit; including accessing WiSACWIS (Wisconsin\'sStatewide Automated Child Welfare Information System), tracking ofdocuments and placements, reconciliations, billing, scanning, dataentry, and assisting with confidential releases of information. Ifspecifically assigned, performs Immunization Clinic duties for thePublic Health Unit; including accessing the Wisconsin ImmunizationRecord (WIR) Program, assisting patients with the completion ofpaperwork, data entry, and billing. If specifically assigned, performsMental Health Outpatient Clinic duties for the Clinical Services Unit;including accessing the Electronic Medical Record (EHR) Program andForward Health website, completing intake forms, creating andmaintaining patient schedule, appointment reminder calls and letters,document and electronic client file maintenance, scanning, data entry,and assisting with confidential releases of information. Attendsgovernance or workgroup meetings. Assists with arranging meetinglogistics, prepares meeting materials, takes meeting minutes, andperforms other related duties. Assists the Business and FinancialServices Manager with general fiscal or other business functions.Represents Richland County Health and Human Services to the community atlarge and maintains good community public relations. Complies withapplicable federal and state laws, administrative rules, establishedagency procedures and accepted professional standards. Participates inon-going training, maintaining contemporary knowledge to ensurecompliance with federal and state regulations. Maintains theconfidentiality of client information and protected health informationas required by State and Federal regulations, including the HealthInsurance Portability and Accountability (HIPAA) Act of 1996. *****OTHER EXPERIENCE AND QUALIFICATIONS: High School diploma orvocational/technical training in office support functions required withtwo years related experience, or any combination of education andexperience that provides equivalent knowledge, skills and abilities.Associate\'s degree and three years related experience preferred.Considerable ability to communicate effectively both orally and inwriting. Ability to organize, prioritize and independently set timeframes to complete work in a timely manner. Working knowledge ofcomputers, computer programs, typing, and data entry.
