This position provides direction regarding grants coordination for District staff under the general direction of the Director of Grants, Fiscal Compliance, and Strategic Partnerships. This role also provides grant revenue projections, expenditure estimates, and cost analysis to the Finance Office, to schools, to assigned central organizations, and to various diverse audiences throughout the district and its partner agencies. Act as a consultant to schools/programs/central offices regarding cost analysis, compliance requirements and grant management processes, and ensure the compliance of the grants spending with Federal, and State regulations as well as District's policy and procedures. 30% Ensures budgets comply with district policies, procedures, and state and federal requirements by assisting administrators to bring budgets into compliance. Reviews requested grant budget revisions and staffing changes to ensure accuracy and appropriateness, and is in compliance with budgetary limitations imposed through district policy and state or federal requirements. Provides analysis on allowable uses, project start and end dates, and general grant purpose. Assists staff with resolution of financial issues related to grants. Creates and updates annual grant revenue projections to be used in development of the District's Operating Budget. Monitors grant revenue projections versus actual procurements. Participates in the design and operation of the District's budget development and grant maintenance processes. Ensures that grant expenditures are allowable and appropriate per contract specification. Works with grant funding representatives, internal or external parties to compile specialized reports of costs and other fiscal data. 20% Reviews legislative, federal, and state grant updates. Maintains working relationships with funding source representatives, other school Districts, the Office of the Superintendent of Public Instruction, Department of Education, public and private agencies, and other governmental or community-based organizations. Supervises the balancing of all grants during the budget development process. Provides up to the minute grant balances to balance the overall District Operating Budget. Completes required special reports in a timely and accurate manner. Provides direction and assistance to other district staff, community members, vendors and contracted agencies on fiscal aspect of grant funds. Ensures accounting data integrity, i.e., makes adjustments to grants' financial data according to District and State accounting regulations and procedures. Analyzes individual grants for under/over-spend, makes appropriate adjustments for them. Responds to requests for analyses and other information in a timely manner. Performs complex fiscal, budgetary, and statistical analyses, and provides information to school and program managers. 20% Provides advice to grant recipients regarding Purchasing, Contract Services, Accounting, Human Resources, and other central office functions. Works with Accounting, Purchasing and other departments to ensure appropriate development of grant applications and implementation of grant awards. 10% Obtains authorized grant agreement signatures according to District procedure SP6220B. Requests establishment of fund codes. Announces awards and prepares program status reports for individual grants. 10% Reviews completed applications and ensures appropriate approval / authorization. Submits completed applications and maintains related records. 10% Prepares and maintains grant inventory. Establishes grant award files and maintains grant file data. OTHER FUNCTIONS Attends meetings as related to area of assignment. Prepares meeting materials and may make fiscal/cost presentations. Develops and modifies queries, reports and spreadsheets. May perform related duties consistent with the scope and intent of the position. A typical way to obtain the knowledge and abilities would be: Three (3) years of work experience in a computerized fiscal environment involving cost analysis, interpretation and application of complex fiscal control procedures, reconciliation, auditing and correcting fiscal control data, records and reports; Bachelor's degree in fiscal management, cost control or related field; or an equivalent combination of education and experience. Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities to perform the work will be considered.
