Performs complex management or oversight of activities for the daily operation of the Maternal and Child Health (MCHS) Section under the general direction of the Section Director. Works with considerable latitude using both initiative and independent judgment to facilitate the integration and streamlining of guidelines, processes and activities within the Section. Works with the Operations Director to set priorities and provide direction to the Section’s programs on activities to carry out the mission of both the Section and the Community Health Improvement Division. Develops guidelines, policies and procedures for the Section and monitors compliance with policies and procedures. Coordinates with Division on legislative analysis, tracking and activities update. Reviews and revises, as required, the Section’s legislative input. Prepares documents, papers and briefings for the Section Director and the Associate Commissioner for Community Health Improvement. Coordinates special projects for the Section Director; emphasis is on those projects and activities that lead to a proactive, flexible, customer-focused organization. ?

**Essential Job Functions**:

- (25%) Coordinates MCH Section activities related to legislative and appropriations issues. Coordinates with the Division on legislative analysis, tracking and activities for the Section. Works with units to develop bill analysis and cost estimates, revise legislation, and to monitor compliance with legislative mandates. Communicates with department staff, stakeholders, legislators, advocates and others on legislation affecting the Section. Participates directly in activities related to appropriations issues, rulemaking associated with key legislation, interim studies or project work teams, and outreach activities designed to improve the overall relationship between Section/DSHS and legislative leadership.
- (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. A minimum of an Associate’s Degree in English, public administration, public affairs, public health, or a related field required.
- A Bachelor’s Degree in English, public administration, public affairs, public health, or a related field or 5 years’ relevant experience preferred.
- A minimum of 2 years’ experience working in Texas state government.
- A minimum of 2 years’ experience in program planning, development, administration, and evaluation.
- A minimum of 2 years’ experience in policy analysis and financial impact.
