The American Heart Association has a great opportunity for a Federal Government Relations Manager with our Federal Advocacy Team in our Washington, DC office.

Under the direction of the Director, Federal Government Relations, the Government Relations Manager represents the American Heart Association before Congress, the Executive Branch, and coalition partners on a portfolio of legislative issues including preserving and expanding healthcare access through the Medicare, Medicaid, and Affordable Care Act programs; women and children's health; cardiac rehabilitation; and peripheral artery disease. The Government Relations Manager also serves as the federal subject matter expert for the American Heart Association.

Responsibilities

* Identify, develop, and recommend a portfolio of issues and policy objectives within assigned content areas that further the mission of the association through federal advocacy.
* Develop strategies and tactics to achieve policy objectives, working in collaboration with policy, grassroots, media advocacy, and internal matrix teams.
* Work closely with communications and grassroots to develop messaging to the media and volunteers, as necessary.
* Develop and maintain strong relationships and channels of communication primarily with Congressional offices, and as appropriate, executive branch agency staff.
* Work closely with a variety of coalitions or organizations, including facilitating leadership roles as appropriate.
* Lead or serve on integrated matrix team(s) within assigned issue areas.
* Retain expertise in issue areas and monitor relevant legislative issues.
* Work closely with policy department to develop fact sheets, briefing memos, talking points, testimony, report language, and other materials relevant to assigned issue areas.
* Provide relevant verbal and written updates and briefings to American Heart Association leadership and volunteers.
* Develop strong relationships with American Heart Association staff in other departments and monitor and report on issues relevant to their work.
* Request and participate in meetings with Congressional and relevant federal agency staff.
* Work with appropriate field staff to coordinate actions between the federal and state level.
* Serve as a resource to other advocacy staff on access-related legislative issues.

Qualifications

* Bachelor's Degree in Political Science, Public Policy, History, Sociology, or a related field of policy study.
* Minimum of five (5) years professional experience working in public policy.
* Knowledge of and background in issues related to access to care (Medicare, Medicaid, Affordable Care Act).
* Excellent written and oral communication skills and the ability to present effectively to small and large groups.
* Demonstrated success with policy goals.
* Ability to work independently, as part of a team, and as a team or coalition leader.
* Ability to operate with minimum supervision, take initiative, and produce results.
* Ability to multi-task and meet deadlines.

Here are some of the preferred skills for which we are looking:

* Master's degree in public policy, political science, public administration, or related field.
* Five or more years' experience working on Capitol Hill or in an executive branch agency.
