The Business Development Director, Facilities & Engineering is responsible for the preparation, approval, and execution of the capture plan, schedule, win strategy, and budget associated with Facilities Operations & Maintenance & Engineering business opportunities. Influences and collaborates with internal and external team members to identify new business opportunities and produce winning solutions to enable acquisition of new business for the organization and its customers. Identifies and targets specific agencies for growth opportunities based on past performance and contract placement, establishes leads with and contacts potential customers, and formulates strategies and plans to close on the opportunities. This position will report directly to the CEO.

Minimum Requirements And Qualification
  • Bachelor’s degree in business, engineering, or related field from an accredited institution.
  • Minimum of five (5) years’ of demonstrated industry-related BD experience related to capturing and winning Federal Government opportunities.
  • Minimum of two (2) years’ experience in contract or subcontract program management.
  • Proficient with Word, Excel, and other MS products
  • Outstanding communication skills (written and oral)
  • An analytical mind and good math skills
  • Strong attention to detail.
  • Ability to work additional hours as needed.

  • Ability to travel as required: >15% per month
Major Responsibility Areas And Duties

Business Development (80-85%)

  • Primarily responsible for identifying new business opportunities with a focus on facilities O&M and management, logistics/warehousing/supply, energy engineering, aviation maintenance and logistics, computer aided design/engineering, and other technical support solutions.
  • Prioritize, lead, and execute capture strategies.
  • May lead capture efforts to secure new or re-compete contracts, or task order business.
  • Maintain a viable pipeline aligned with current and projected company NAICS, size standards, certifications, and past performance qualifications.
  • Establish leads with potential customers, develop and provide company capabilities briefings.
  • Attend marketing & business development conferences/seminars/industry days/site visits and provide information for bid/no bid.
  • Foster long term business relationships with customers, vendors, and subcontractors
  • Leverage relationships with industry partners to identify and qualify opportunities.
  • Initiate contact with teaming partners and developing work arrangements.
  • Form teaming strategies to optimize win probability.
  • Manage and participate in all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer. Monitors and stays current on all amendments and modifications to the solicitation. Identifies and secures the resources necessary to develop the proposal. Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications and determine final document structure. Prepare detailed proposal plans, schedule outlines and compliance matrix for assigned pursuits.
  • Lead written responses to technical, management, corporate experience, staffing rationale, resumes and transition sections. Write clear, compliant, compelling, persuasive, and articulate proposal sections.
  • Ability to work autonomously and interface easily with team members and senior leadership.
  • Coordinate and lead post award and major project meeting events, such as Kick-off Meetings, etc.
  • Experience working with tools such as SAM.gov, GSA eBuy, Federal Compass or other business development and relationship management tools.

Program Management (15-20%)

  • Provide management support to the Prime Contractor’s Program or General Manager.
  • Provide administrative supervision and guidance for all personnel assigned to eLe.
  • Lead the subcontract team in providing best business practices.
  • Responsible for overseeing all contractual responsibilities and delivery of all contract deliverables.
  • Ensure the efficient, effective, and economical level of contract support is provided to the Prime Contractor and the government customer.
  • Coordinates with the Prime Contractor to fill vacancies with the most qualified candidates.
  • Manage overall subcontract performance to include providing any subcontract management, overseeing invoicing, contract change proposals.
  • Understand the needs and customer expectations to ensure customer satisfaction.
  • Reports regularly to senior management team.

Physical Requirements And Environmental Conditions

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Work will require the regular utilization of hand and finger dexterity, as well as close vision, distance vision, color vision, and peripheral vision. Position may require typing and reading from a computer screen. Must have sufficient mobility to include but not limited to walking, standing, climbing, bending, reaching, turning, kneeling, crouching, or crawling to complete daily duties in a timely and efficient manner. There is a possibility that, due to parking availability and location of work, walking moderate to long distances may be required. Must be able to lift, move, and transport items frequently over 10 pounds, occasionally up to 20 pounds.

Work Environment:

Work is generally conducted in an inside environment, but may also involve some outside work, depending on the task. The inside environment may be in an office or cubicle with close quarters, with low to moderate noise, and bright or dim lighting. Outside work may include various environmental conditions including hot and cold climates. The noise level in the work environment and job sites can be loud. Ability to travel as required: >15% per month
