Position Summary:

The HR Manager will be responsible for overseeing all aspects of the human resources function for our company. This includes recruitment, onboarding, employee relations, benefits administration, training and development, and ensuring compliance with all Equal Employment Opportunity (EEO) and Affirmative Action (AA) regulations.

Essential Functions & Responsibilities:

Successful candidates will be able to perform the following essential functions, with or without reasonable accommodation.

  • Prepare and maintain all required EEO/AA reports and records.
  • Stay up-to-date on all EEO/AA laws and regulations.
  • Manage and maintain the company's employee benefits program, including health insurance, retirement plans, and other benefits.
  • Develop and implement comprehensive recruitment strategies to attract qualified candidates for all open positions.
  • Conduct interviews, screen resumes, and recommend top candidates for hire.
  • Manage the onboarding process for new hires, ensuring a smooth transition into the company.
  • Oversee employee relations activities, including performance management, disciplinary actions, and employee conflict resolution.
  • Foster a positive and productive work environment with strong employee morale and engagement.
  • Develop and implement company policies and procedures to ensure compliance with all federal, state, and local employment laws.
  • Communicate effectively with employees regarding benefits programs and handle any related questions or issues.
  • Identify training needs for all staff and develop or source training programs to enhance employee skills and knowledge.
  • Stay up-to-date on industry trends and best practices in HR and training.
  • Supervise a full time Human Resources Assistant/Recruiter.
  • Develop, implement, and manage a comprehensive EEO/AA program to ensure a diverse and inclusive workplace.
  • Monitor all hiring and promotion practices to ensure they are fair and unbiased.

Education/Certification(s)/License(s):

  • Bachelor's degree in Human Resources Management, Business Administration, or a related field - Required.
  • Human Resources Certification - Preferred.
  • Valid driver's license - Required.

Knowledge & Experience:

  • Two (2) to four (4) years of experience in a human resources management role - Required.
  • Strong understanding of EEO/AA laws and regulations, including in relation to PennDOT and federal government contracts - Required.
  • Proven experience in all aspects of the HR function, including recruitment, onboarding, employee relations, benefits administration, and training and development - Required.
  • Proficient in MS Office Suite and HR software systems, including Paycor - Required.

Other Requirements:

  • Be a minimum of 18 years of age.
  • Ability to pass pre-employment drug screens & background check, including MVR
