Global Trade and Hazmat Compliance Manager

Position Summary:
Global Trade and Hazmat Compliance Manager is responsible for driving the compliance strategy of the global organization and execution with our Parent Company in China related to Global Trade Compliance and Dangerous Goods program. Expertise in building a team's knowledge of compliance in comprehensive platforms that can be standardized supporting locations in USA, Canada, Europe and United Kingdom.
The right candidate thrives in a high-energy and fast-paced environment support all functions in the organization, drives tactical and strategic activities parallel with Global Trade and Hazmat responsibilities.
Global Trade Compliance Responsibilities
- Responsible for the import/export compliance program globally including trade compliance workflow improvements, duty refund claims, management of costs and compliance risks associated with importing and exporting goods.
- The position must ensure adherence with all commerce and CBP regulations while strategically and continuously improving the trade compliance program, reducing tariff expense through drawback and substantiating sourcing initiatives.
- Collaborate on a cross-functional team with legal, supply chain, sales, accounting, and finance to improve customs and trade.
- Track industry trends and expected changes to regulations; inform key stakeholders and provide recommendations based on potential impact to the business; limit 25% Section 301 tariff exposure by utilizing exclusions and advocating for manufacturing shifts.
- Assess business case for potential new programs such as free trade agreements, FTZ utilization, customs security initiatives, duty drawback, etc.
- Provide guidance and training to cross functional teams on customs implications of company initiatives.
- Conduct internal trade compliance audits/reviews to assure trade compliance effectiveness.
- Responsible for centralized management and oversight for HTS/HS classification, partner government agency (PGA) applicability, ADD/CVD applicability and other trade compliance regulatory requirements
- Develop and/or enhance internal Standard Operating Procedures (SOPs)
- Develop and deliver compliance communications for internal and external partners.
- Review general brokerage operations and recommend service improvements or development of new deliverables.
- Manage the Customs Brokerage process and hold broker quarterly business reviews.
- Convert large and complex projects into manageable pieces to deliver iterative improvements while focusing on longer-term, large-scale deliverables.
- Perform other job-related duties as assigned
Hazmat Compliance Responsibilities:
- Plan and execute Damage Goods - Hazmat policies, controls, and processes to ensure safe and compliant transportation of DG across a global supply chain.
- Develop and/or enhance internal Standard Operating Procedures (SOPs)
- Develop and deliver training programs for employees on the safe handling and transportation of dangerous goods.
- Ensure all relevant personnel are aware of and trained on current regulations and company policies.
- Perform other job-related duties as assigned
Qualifications
- Significant knowledge of trade compliance, customs law, and United States economic sanctions regulations.
- Possess operational knowledge of ITAR, EAR, Free Trade Zones (FTZ's), and Bonded Warehouses
- Strong Proficiency in Microsoft Office skill including Word, Excel, and PowerPoint
- Knowledge of the logistics and/or supply chain business operation.
- Experience partnering with 3PL customers on import/export challenges supplying resolutions
- Forwarding/Brokering experience
- AES application experience
- Minimum of 5 years of experience in managing hazardous materials or dangerous goods programs.
- In-depth understanding of dangerous goods regulations (e.g., DOT, IATA, IMDG) and best practices for hazardous materials management.
Preferred Qualifications
- Customs Broker License
Requirements:
- Bachelor's degree in a related field or equivalent work experience
- 4+ years of experience as a trade compliance professional
- Ability to travel overseas and maintain a valid passport
- Expected travel 20% or more for compliance management and/or special projects.
