Reed Charters LLC is actively seeking an Emergency Dispatch Services Expert for a contingent opportunity supporting a Department of Defense (DoD) customer. You will play a crucial role in supporting a Program Management Office that will support the customer’s Emergency Dispatch Services (EDS) Program. This program manages all Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) aspects of the client’s EDS program to ensure an effective and efficient EDS capability exists within the Installation Protection portfolio to support all-hazards emergency response and management activities that align with National and DoD requirements and public safety industry standards to enable the framework and functions of the National Incident Management System (NIMS).

Work Location
The Emergency Dispatch Services Expert will be located in the Washington DC Metro Area. Client site support may be required.

Position Responsibilities include but are not limited to:
  • Conduct technical analysis of laws, regulations, policies, and industry standards relating to emergency management and public safety telecommunications and information systems.
  • Provide training program management analysis of industry standards, formulate training requirements, develop, and maintain EDS training policy, and determine resourcing needs for DoD’s resource allocation process (PPBE).
  • Develop an annual 9-1-1 Education, Training and Awareness campaign.
  • Conduct an EDS workforce analysis to determine the client’s facility, structure, and manpower requirements.
  • Facilitate coordination with Capabilities Development and Integration (CD&I) and Program Executive Office Digital & Enterprise Services (PEO Digital) to facilitate development of Consolidated Emergency Response System (CERS) requirements that support transition to Next Generation 9-1-1.
  • Develop applicable Plan of Action and Milestone status.
  • Provide conference planning and meeting support to include pre-event planning, on-site coordination, and post-event activities for designated government and inter-agency conferences, symposia, and workshops.
    • Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.
    • On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.
    • Post-event efforts will include, but is not limited to, developing, and distributing conference/meeting proceedings and generation of an After-Action Report following each event.
  • Conduct reviews and propose updates to applicable orders, directives, and policies governing dispatch programs.
  • Assist the branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).
  • Performs other duties as assigned.
Qualifications and Experience We Require:
  • Bachelor’s degree or master’s degree and 10 years of experience in emergency dispatch services support.
  • Proficient with software applications hosted in multiple program environments, (i.e., Windows, Oracle, and Citrix) and Microsoft 365.
  • Demonstrated ability to work well independently and in team environments.
  • Exceptional organizational, planning, oral and written communication skills.
  • Ability to obtain and maintain a DoD security clearance.
