Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is an administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, focusing on continuous improvement across the system, centering on lived experience, meeting the needs of people experiencing homelessness, and making the most effective use of public funds. Our mission is to significantly decrease homelessness throughout King County, using equity and social justice principles. We are currently seeking skilled leaders at all levels. 


Team Overview

The Homeless Investment Department is responsible for systematically and efficiently managing contract creation, execution, monitoring, and analysis to maximize financial and operational performance, minimize risk, and ensure people experiencing homelessness get the best services that can be provided in our region. 

The ~$250M portfolio of homeless crisis response contracts includes homeless prevention, diversion, outreach, emergency services, and housing contracts that are funded by King County, the City of Seattle, suburban cities, State, and/or Federal fund sources. 


Role Description

The Program Specialist supports the Housing & Stability Team as well as other department-wide teams and divisions across the agency in the review and tracking of program performance and service provision of contracted providers, ensuring program outcomes align with the overarching strategy and goals of the KCRHA.


This position will report to the Housing & Stability Program Manager.


Accountabilities

  • Maintain a high level of understanding of organizational platforms in knowledge management and other operational tools.
  • Attend organizational training on new platforms and systems and share learnings with the team, as required.
  • Ensure provider compliance with program standards, including local, state, and federal requirements.
  • Work effectively with all parties to collaboratively address issues, provide program guidance, and share information.
  • Collaboratively creates and maintains agency-wide contracting policies and procedures, leads with effective change management and communication to ensure they are implemented.
  • Monitor agency performance through on-site assessments and regular desk monitoring evaluating adherence to program rules and policies through a review of client files, verifying the accuracy of monthly billing, and addressing program-related complaints.
  • Prepare written evaluations to determine compliance with performance standards and federal, state, and local regulations; recommend program modifications or funding changes as appropriate.
  • Perform various administrative tasks, including scheduling interdepartmental meetings, monitoring inboxes, and facilitating communication between internal and external stakeholders.
  • Provide high-quality customer service to internal and external stakeholders as part of stewarding operations for those working on/with the Homeless Investment Department.
  • Support agencies in meeting complex program requirements through technical assistance and training.
  • Provide guidance in interpreting and executing applicable program standards and guidelines.
  • Recommend actions necessary to resolve issues/concerns.
  • Engage relevant stakeholder groups in an ongoing way to drive continuous improvement and design efforts for projects of oversight.
  • Attend relevant meetings with community-based organizations, other government agencies, and partners, broadly to support resource building and resource sharing.
  • Assume other responsibilities as assigned.


Minimum Requirements

  • Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
  • Strong understanding of the unique challenges and needs of people experiencing homelessness in varying settings.
  • 2+ years of related work experience in government, non-profit or related field.
  • 2+ years of experience with a track record of success in federal and special revenue program management and monitoring.
  • Familiarity with supporting the management of a diverse range of homeless services programs and/or contracts.
  • Familiarity with 2 CFR Part 200 and other regulations related to the provision and funding of homeless services, including the HUD CoC program, ESG, CDBG, CLFR, etc.
  • Familiarity with best and promising practices in homelessness services such as Housing First, Harm Reduction, Trauma-Informed Care, and Progressive Engagement.
  • A track record of success in cross-team and/or multi-stakeholder collaboration.
  • Strong organization, written and oral communication skills.
  • A high level of customer service orientation and attention to detail.
  • Strong attention to detail, accuracy, timeliness.
  • Ability to provide engaging training and/or technical assistance with diverse groups using adult learning approaches. 
  • Proficiency in using technology and data, including Microsoft Office Suite.
  • Ability to work collaboratively as a team member both internally and externally with staff, service providers, partner agencies, and members of the public.
  • Ability to operate in a politically sensitive environment, with nuance and attention to detail.
  • Ability to provide and accept feedback.


Additional Requirements

  • Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and to organize and prioritize quickly in response to changing needs.
  • The ability to work onsite up to 3 days a week, as needed
