Job Summary:

Inspects construction activities in the field to ensure that work is performed in accordance with the contract’s technical plans, specifications, and City ordinances. Performs construction administration duties that include: preparation and review of pay estimates, writing correspondence, preparation of daily inspection reports, submittal reviews, preliminary negotiation of changes, and coordinates between City officials and contractors. Investigate construction sites in the ETJ for city approval.  This position is considered a safety-sensitive position. 

 

Essential Functions:

  • Represents the City by performing detailed inspections and reports of any/all portions of construction work to ensure that procedures and materials comply with plans and specifications.
  • Coordinates review of plans and specs for the design of capital projects; facilitates design kick-off and review through project 30% phase, 60%, 90%, and 100% plans.
  • Assists with project planning, developing a project charter, determining the impact of adjacent projects, and documentation of existing problems; handles community complaints.
  • Directs all aspects of construction, including oversight of consultants, surveyors, test labs, contractors, and administrative staff; conducts pre-construction conferences and progress meetings; conducts site visits and resolves field issues.
  • Ensures work deliverables of technical professionals meet schedule and deliverable milestones; secures project right of way during the design phase.
  • Recommends selection and coordinates work of contractors; monitors and controls project schedule, budget, consultants, and contractors.
  • Manages construction directly or supervises consultant construction managers and observes, observes, and tests.
  • Coordinates projects with businesses, utilities, state/federal/local agencies, and City departments; response to complaints; assists in solving issues; interprets plans, specs, codes, and standards; acts as liaison to the public, contractors, and consultants.
  • Coordinates and collaborates with the ROW permitting department to identify, outline, and secure needed information for ROW projects.
  • Interacts regularly with TxDOT, TCEQ, and numerous other agencies on local government federally and state-funded transportation projects.
  • Formulates and implements policies, procedures, and initiatives for non-routine solutions for bidding and contracting; improves and adapts processes related to the design and construction of projects.
  • Represents the City to external clients to identify proactive solutions ahead of time and resolves complaints and problems as they may arise; informs and communicates; seeks input and provides responsive solutions.

  

Additional Duties: 

  • Measures distances to verify the accuracy of dimensions of installations and layouts.
  • Verifies levels, alignment, and elevation of installations. 
  • Maintains daily log of construction and inspection activities and compares progress reports.
  • Observes work in progress to ensure that procedures followed and materials used conform to specifications.
  • Communicates with engineering firms, contractors, and the supervisor to answer questions and assist with problems.
  • Attends pre-construction meetings.
  • Ability to validate tests on water and swerve pipelines, concrete pours, sanitary sewer force mains, vacuum tests, and bacteria tests on water lines to assure alignment. 
  • Interprets plans and specifications for contractors and discusses deviations from specified construction procedures to ensure compliance with regulations governing construction.
  • Inspects construction projects involving site cleaning, grading, excavation, backfilling, and/or installation of reinforced concrete structures such as box culverts, low flow sections, slope pavement, inlets, manholes, and street sections.
  • Assures the project is constructed in accordance with the approved construction plans, good construction practices, and compliant permits.
  • Inspects materials on construction sites to ensure compliance with specifications and drawings.
  • Documents (with written words, pictures, product labels, etc.)rejected materials and workmanship that do not meet requirements.  
  • Photographs inspected construction sites, attends meetings, and prepares daily inspection reports and related correspondence.
  • Advises management of problems and prepares recommendations for solutions using best practices.
  • Performs other duties as assigned.

 

 Minimum Requirements:

  • High School Diploma or equivalent (GED) plus specialized technical courses. 
  • Five (5) years of general construction inspection experience. 
  • Valid Texas driver’s license with an acceptable driving record. 

 

Preferred Experience and Training:

  • APWA Certified Public Infrastructure Inspector (CPII)
  • Engineering-related course work or applicable technical preparation 
  • Municipal inspection or design experience. 


Knowledge of:

  • Principles and techniques of reading engineering plans and construction specifications.
  • State and federal technical codes and regulations governing public works construction projects, including Texas State Department of Transportation (TxDOT) standards, Texas Commission on Environmental Quality (TCEQ) water quality regulations, and ADA accessibility standards are preferred.
  • Safety precautions, rules, and regulations for construction sites.
  • Methods and techniques for inspecting the construction of infrastructure, street, and drainage improvements.
  • Materials, methods, tools, and equipment used in public works construction projects.
  • City geography, traffic patterns, streets, landmarks, and Community Services Department facility locations.


Skill in:

  • Reading and understanding plans, specifications, and schematics.
  • Maintaining records and files.
  • Promoting and enforcing safe work practices.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Operating a personal computer utilizing various business software (GSuites, Microsoft Office, Excel).
  • Communicating effectively verbally and in writing.
