Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is an administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, focusing on continuous improvement across the system, centering on lived experience, meeting the needs of people experiencing homelessness, and making the most effective use of public funds. Our mission is to significantly decrease homelessness throughout King County, using equity and social justice principles. We are currently seeking skilled leaders at all levels. 

 

Team Overview

The Access and Engagement Team is responsible for KCRHA’s system performance initiatives that include Coordinated Entry, provider training, community engagement, and direct services. The team will include employees with strong system engagement, project management, and communication skills working closely with various KCRHA teams and key external partners.  Strategy development, change management, and cross-functional collaboration are key skills that contribute to the team's success.


Role Description

We are recruiting an experienced person to provide training workshops and develop training procedures, curriculum, and programs based on best practices, guidelines, and standards. 

The successful candidate will have a strong applied knowledge of homeless best practices, outstanding interpersonal communication, project management, and planning skills; be self-directed and detail-oriented; can interact with service providers at various levels, provide meaningful connections to standards applied practice, and develop valuable results. The ideal candidate will have experience with instructional design and developing, implementing, and conducting community-based training workshops. 

  
This position will report to the Deputy Chief Program Officer and will work collaboratively with the Access and Community Engagement Team, Homeless Investment Team as well as other divisions and department-wide teams.

 

Accountabilities

  • Build a training program that benefits homeless service providers. Coordinate, develop, deliver, and evaluate a range of training programs based on homeless best practices, KCRHA guidelines and program standards.  
  • Design, create, and update training materials (i.e., lesson plans, trainer guides, assessments, presentations, and other necessary materials) for instructor led training sessions and group discussions; ensure adaptability for online, in-person, and hybrid opportunities and various knowledge baselines.  
  • Coordinate provider engagement and outcomes: registration, attendance, evaluation, certification, compliance, and other necessary elements to emerge training success and/or knowledge gaps.  
  • Facilitate training workshops based on best practices, guidelines, and standards and lead group discussions in various settings for providers, community partners, staff, and other stakeholders. 
  • Source and secure subject matter experts in the field to deliver training, develop content, and/or facilitate group discussions as needed to ensure subject matter competency. 
  • Develop an annual training plan, codify standard operating procedures, and monitor budget and fund sources. Make recommendations to the Deputy Chief Programs Officer regarding training content and actions.  
  • Incorporate equity and social justice principles and approaches in KCRHA training plans, content, and materials.  
  • Build relationships and maintain good communication with community stakeholders and institutional partners, working together to achieve common goals.  
  • Collaborate with the Homelessness Investment Team on best practices, guidelines and program standards; the Access and Engagement Team on coordinated entry and community engagement; the Community Impact Team on data gathering and analysis; and the Ombuds Office on promoting equity, customer service, and accountability in the King County Regional Homeless Response System. 
  • Perform other duties as assigned.

 

Minimum Requirements

  • Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
  • Demonstrated ability to lead training programs. This includes analyzing and compiling data to develop training courses and materials, presentations, and workshops, and instituting mechanisms for continuous improvements. 
  • Experience presenting complex concepts, changes, procedures and updates in a seamless, cohesive, intelligible, applied manner consistently and repeatedly. 
  • Strong project planning, time management, and organizational skills. 
  • Demonstrated ability to build, maintain, and manage strategic relationships and partnerships, including productive and supportive relationships with nonprofit partners, training participants, staff, funders, and others.  
  • Familiarity with homeless best practices, local, state and federal standards, and service delivery principles, including applied work within complex environments and with diverse populations. 
  • Excellent oral and written communication skills including the ability to communicate effectively and work with people from various cultural backgrounds. 
  • Strong facilitation and communication skills both written and verbal, and the demonstrated ability to develop partnerships with stakeholders to build consensus and develop solutions to issues and problems. 
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and to organize and prioritize quickly in response to changing needs.  


Additional Requirements

  • Experience working in and knowledge of the homeless and housing landscape in King County preferred. 
  • Ability to operate in a politically sensitive environment, with nuance and attention to detail.
