Position Summary:

The Human Resource Manager is responsible for providing professional level human resources work and carries out responsibilities in one or more of the functional areas, such as staffing, employee relations, training coordination, employment, and quality assurance with State and Federal licensing QRIS standards. This role carries out work involving the human resources functions and maintains related records; develops and improves policies, programs, and procedures to improve the effectiveness of program operations.

Duties and Responsibilities:

Human Resources:

  • Maintain and update human resources documents, such as organizational charts, employee handbooks or directories, or performance evaluation forms
  • Assist Component Managers with the implementation of Personnel Policy and Procedure
  • Monitor and direct hiring and termination procedures, employee disciplinary actions and personnel evaluation for the Maintenance Area
  • Work with Executive Director to ensure performance evaluations are completed and filed in a timely manner
  • Interpret and explain human resources policies, procedures, laws, standards, or regulations
  • Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA)
  • Prepare or maintain employment records related to events, such as hiring, termination, leaves, transfers, or promotions, using HRIS and ChildPlus systems
  • Work with Executive Director to address employee relations issues, such as harassment allegations, work complaints, or other employee concerns
  • Inform job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities
  • Schedule or conduct new employee orientations
  • Evaluate recruitment or selection criteria to ensure conformance to professional, statistical, or testing standards, recommending revisions, as needed
  • Assist in the recruitment or selection process to hire and retain qualified staff

Quality Assurance:

  • Identifies and coordinates training for new employees specifically for the STARS requirements and DPHHS Licensing requirements
  • Acts as a liaison between the STARS to Quality program (CCR) and Child Start, Inc.
  • Conducts annual licensing and STARS renewal processes
  • Oversight in the utilization and continual development of LMS architecture
  • Ensure compliance with MT-ECP positional requirements for ECAT, ECLT, Director, positions, etc.

General Responsibilities:

  • Establish and collaborate relationships through Memorandum of Understanding with other community partners
  • Participates in establishing and achieving program goals and objectives
  • Maintain an automated documentation system for tracking service area responsibilities and report monthly key indicator reports to the Executive Director
  • Monitor and plan as appropriate as a community/health need (i.e. pandemic) arises
  • Meet licensing requirements regarding training, safety, equipment and materials, and hygiene practices to ensure child’s safety and others within facilities of Child Start, Inc.
  • Establish and determine community strengths, needs, and resources
  • Prepare program components for federal and state monitoring reviews, agency audits, and all other monitoring and evaluation activities
  • Evaluate, recommend, and update current procedures and practices to ensure high quality services and compliance with respective State and Federal regulatory requirements
  • Oversee completion of regular assessments and monitoring including the annual Community Assessment, Self-Assessment, Program Indicator Report, Annual Report, Ongoing Monitoring Plan, and Strategic Planning
  • Organize and direct committees of specialists, volunteers, and staff to provide technical and advisory assistance for programs
  • Other duties as necessary

Recommended Qualifications, Education and Experience:

This position requires responsible management and oversight of human resource and business operations and must have the minimum of a bachelor’s degree, preferably related to one or more of the disciplines they oversee, or the education and work history must support sufficient knowledge, training, experience, and competences to fulfill the roles and responsibilities of the position.

Preferred:

  • Minimal of 2 years professional level human resource management and quality assurance responsibilities
  • Intermediate to advanced computer skills, internet and e-mail
  • Proficiency with ADP Workforce Now, Excel, ChildPlus, Microsoft, and/or other computer software programs related to documentation
  • Experience in education or training adult learners
  • Familiarity with Montana State licensing regulations
  • Knowledge and skills relating to Montana STARS to Quality
  • Experience coordinating training events

Required:

  • Must be 18 years or older
  • Must be in possession of a valid Montana Driver’s License
  • Must complete required health screenings, immunizations, and physical
  • Must pass a comprehensive State and FBI fingerprint background check

Working Conditions:

Tasks that involve possible exposure to blood, bodily fluids, or tissues. Risk involved with travel on national flights, main highway, side streets, and rural roads during business travel, including travel to meetings and training events. Tasks may involve handling implements or utensils, use of public or shared bathroom facilities or telephones and personal contacts. Possible exposure to communicable diseases. This is a job that is a mixture of desk work, standing for long periods of time, and visits in the community. This job may require you to lift items up to 50 lbs. in weight. Ability to successfully perform the job in this manner is required.
