The successful candidate will play a crucial role in managing and optimizing financial processes related to federal contracting, ensuring compliance, and driving financial performance improvements. This is a Hybrid role in Leesburg, VA.

The Program Financial Analyst position is accountable for the accounting operations of the company, including the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the company's reported financial results, and ensure compliance with generally accepted accounting principles or international financial reporting standards.

In this role, you will:

  • Financial Management & Reporting:
    • Utilize Deltek Costpoint for comprehensive financial planning, reporting, and project accounting.
    • Manage and oversee Accounts Payable (AP) and Accounts Receivable (AR) processes, ensuring timely and accurate transactions.
    • Prepare schedules, summaries, and reconciliations for the Company’s incurred cost submission and provisional billing rates.
    • Issue timely and complete financial statements and coordinate the preparation of the corporate annual report.
    • Conduct monthly vendor reconciliations to ensure accuracy in financial reporting.
    • Calculate and issue financial and operating metrics.
    • Manage the production of the annual budget and forecasts, including variance analysis.
  • Federal Contracting Compliance:
    • Ensure compliance with federal contracting regulations and requirements.
    • Develop and maintain indirect cost rates and budgets in line with federal standards and guidelines.
    • Assist in the review of non-billable costs, ensuring proper categorization within the general ledger, trial balance, chart of accounts, and cost pool.
  • Data Analysis & Strategic Planning:
    • Analyze financial data to identify trends, variances, and opportunities for cost savings.
    • Develop and utilize financial models to support strategic planning and business development efforts.
    • Provide financial analyses for capital investments, pricing decisions, and contract negotiations.
  • Process Improvement:
    • Review and revise existing business processes and systems in relation to the Company’s Accounting Policy and Procedure manual.
    • Collaborate with various stakeholders to identify and implement process improvements.
    • Contribute to strategic planning initiatives and support the optimization of financial systems and processes.
  • Administrative & Support Tasks:
    • Perform data entry directly into internal and external accounting systems.
    • Respond to vendor inquiries by researching and resolving account issues.
    • Ensure all bills are properly calculated and submitted to the Company’s customers.

Principal Accountabilities:

  • Management:
    • Maintain a documented system of accounting policies and procedures.
    • Manage and coordinate with outsourced functions.
    • Oversee the operations of the accounting department, including the design of an organizational structure adequate for achieving the department's goals and objectives.
  • Transactions:
    • Ensure that accounts receivable are collected promptly.
    • Oversee and assist with payroll processing.
    • Ensure that periodic bank reconciliations are completed.
    • Maintain the chart of accounts and an orderly accounting filing system.
    • Maintain a system of controls over accounting transactions.

Qualifications:

  • Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • Experience: Minimum of five years of experience as a Functional Systems Analyst or in a similar role, with expert-level understanding of Deltek modules, including project accounting.
  • Skills:
    • Proven experience in federal contracting and compliance.
    • Strong proficiency in Deltek Costpoint and COGNOS/BI ERP systems.
    • Advanced skills in Microsoft Office, particularly Excel.
    • Strong analytical, communication, and problem-solving skills.
    • Ability to work effectively both independently and as part of a team in a fast-paced, deadline-driven environment.
    • Demonstrated ability to manage multiple priorities and projects simultaneously.

Preferred Qualifications:

  • Experience with financial modeling and strategic financial planning.
  • Knowledge of government finance and accounting principles.
  • Proven track record in process improvement and optimization initiatives.
