The Financial Program Analyst role encompasses the management of the company's accounting functions, which includes generating regular financial reports, maintaining a robust accounting records system, and implementing a comprehensive set of controls and budgets aimed at minimizing risks, improving the accuracy of financial reporting, and ensuring compliance with generally accepted accounting principles or international financial reporting standards.

Key Responsibilities:

  • Financial Oversight & Reporting:
    • Leverage Deltek Costpoint for thorough financial planning, reporting, and project accounting.
    • Supervise Accounts Payable (AP) and Accounts Receivable (AR) operations, ensuring prompt and precise transactions.
    • Prepare detailed schedules, summaries, and reconciliations for the company's incurred cost submissions and provisional billing rates.
    • Generate timely and comprehensive financial statements and facilitate the preparation of the corporate annual report.
    • Conduct monthly vendor reconciliations to guarantee accuracy in financial reporting.
    • Calculate and distribute financial and operational metrics.
    • Oversee the development of the annual budget and forecasts, including variance analysis.
  • Compliance with Federal Contracting:
    • Ensure adherence to federal contracting regulations and requirements.
    • Develop and sustain indirect cost rates and budgets in accordance with federal standards and guidelines.
    • Assist in reviewing non-billable costs, ensuring appropriate categorization within the general ledger, trial balance, chart of accounts, and cost pool.
  • Data Analysis & Strategic Development:
    • Examine financial data to uncover trends, variances, and opportunities for cost reduction.
    • Create and utilize financial models to support strategic planning and business development initiatives.
    • Provide financial analyses for capital investments, pricing strategies, and contract negotiations.
  • Process Enhancement:
    • Review and refine existing business processes and systems in relation to the company's Accounting Policy and Procedure manual.
    • Collaborate with various stakeholders to identify and implement process enhancements.
    • Contribute to strategic planning efforts and support the optimization of financial systems and processes.
  • Administrative Support:
    • Perform data entry directly into internal and external accounting systems.
    • Address vendor inquiries by researching and resolving account issues.
    • Ensure all invoices are accurately calculated and submitted to the company's clients.

Principal Accountabilities:

  • Management:
    • Maintain a documented system of accounting policies and procedures.
    • Coordinate with outsourced functions.
    • Oversee the operations of the accounting department, including designing an organizational structure suitable for achieving departmental goals and objectives.
  • Transaction Oversight:
    • Ensure timely collection of accounts receivable.
    • Assist with payroll processing.
    • Complete periodic bank reconciliations.
    • Maintain the chart of accounts and an organized accounting filing system.
    • Establish a system of controls over accounting transactions.

Qualifications:

  • Education: Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
  • Experience: Minimum of five years of experience as a Functional Systems Analyst or in a similar capacity, with expert-level knowledge of Deltek modules, including project accounting.
  • Skills:
    • Demonstrated experience in federal contracting and compliance.
    • Strong proficiency in Deltek Costpoint and COGNOS/BI ERP systems.
    • Advanced skills in Microsoft Office, particularly Excel.
    • Excellent analytical, communication, and problem-solving abilities.
    • Capability to work effectively both independently and collaboratively in a fast-paced, deadline-driven environment.
    • Proven ability to manage multiple priorities and projects simultaneously.

Preferred Qualifications:

  • Experience with financial modeling and strategic financial planning.
  • Knowledge of government finance and accounting principles.
  • Demonstrated success in process improvement and optimization initiatives.
