United Methodist Communities is seeking a Workforce Development Payroll Manager.

The Workforce Development Payroll Manager is responsible for ensuring the proper processing of company payroll and corporate Time and Attendance in accordance with company policies and Workforce Development. Works with and mentors' community payroll bookkeepers to ensure the appropriate and accurate calculation of wages, tax withholdings, and company deductions. Responsible for UMC's proper governmental reporting compliance with regulations and tax law. Prepares reports needed.

Requirements for a Workforce Development Payroll Manager:

  • Bachelor's degree in business administration, accounting, finance, or a related field of study and/or equivalent work experience.
  • In-depth knowledge and hands on experience with payroll calculation and processing.
  • Managerial/ supervisory experience.
  • Current relevant knowledge of applicable Federal and State HR/Payroll Laws (FMLA, FLSA, e.g.) and IRS regulations that impact payroll.
  • Proficiency in payroll and Time and Attendance platforms. Knowledge of UKG platform.
  • Strong Microsoft Office skills are a must and willingness to learn, experiment and work with new technologies.

Responsibilities for a Workforce Development Payroll Manager:

  • Provides oversight of the processing of payroll for 1,000+ Team Members.
  • Manages workflow to ensure all payroll transactions are processed accurately and timely. Reconciles payroll prior to transmission and validates confirmed reports.
  • Understands and implements proper tax treatment and processing requirements for wages and employer paid benefits.
  • Processes correct garnishment calculations and compliance.
  • Reviews payroll for outliers such as exceptionally large payments, holidays paid to those not active, excessive overtime etc.
  • Brings observations to the attention of local leadership for confirmation or correction prior to transmission of biweekly payroll.
  • Receives and documents any necessary approvals prior to processing any non-standard/exceptional payments.
  • Processes accurate and timely quarterly/year-end balancing reporting (W-2, W-2c, etc.)
  • Works with accounting team to correctly record payroll transactions and calculate monthly payroll accruals.
  • Processes manual checks when needed.
  • Develops financial and operational reporting as needed.
  • Works with community teams to continuously improve functionality and usage of WFM Basic, WFM Advanced Scheduling and the Timekeeping system.
  • Facilitates updates to Workload Planner when revised during annual budget review or as needed.
  • Performs system instruction and training on these systems as needed.
  • Monitors changes and remains current on legal, regulatory, or governmental requirements (e.g., wage and hour, garnishments, tax matters, 401(k) and other benefit deductions).
  • Oversees the preparation of required reports or payments to government agencies, insurance companies, or other organizations, including the annual Workers Comp audit.
  • Responsible for Administration Maintenance and Application set-up for all Timekeeping and Scheduling system upgrades and process improvements in conjunction with HR policies.
  • Collaborates with Human Resources on system maintenance changes related to people management, status changes and benefits.
  • Oversees the payroll processing activities for the payroll department, which includes work allocation, problem resolution and training.
  • Supports all internal and external audits related to payroll.
  • Trains new staff as necessary.
  • Facilitates quarterly reporting of healthcare labor hours to the CMS Payroll Based Journaling System (PBJ).
