Duties

The major duties of the Audiovisual Executive Producer position include, but are not limited to, the following:

Oversee the development and production of national distribution quality and professional museum feature quality interpretive video programs relating to natural and cultural history subject matter for NPS sites and program areas for mass distribution. Collaboratively develop media strategies, based on the target audience and project goals, that are informed by an understanding of best practices and interpretive media and audiovisual media strengths. Serve as the executive producer on assigned projects and oversee all project phases including development, research and preproduction, production, post-production, accessibility compliance, and marketing distribution. Serve as a Contractor Officer's Representative, simultaneously working on multiple, multi-year AV production projects. Establish and manage the creative and technical direction of contracted media products and services. Monitor and manage contractor performance to ensure project remain on schedule, within budget, and meet stated communication goals and technical requirements. Facilitate dialogue between clients and contractors to ensure understanding and performance to meet the project's needs. Ensure that work reflects current industry and agency standards and that correct project close-out procedures are followed. Collaborate with client staff, project managers, media professionals, and contractors to develop and implement project scope, schedules, budgets, and staffing needs that best satisfy agency and site goals and objectives to create compelling, accurate, and relevant AV programming. Maintain strong professional relationships with other staff and management personnel, clients, federal agencies, contractors, industry contacts, and project partners. Provide technical assistance to clients regarding film and video production, digital interactives, and other digital media products offering insights including audience evaluation techniques, various styles and techniques used in production, technical innovations, sustainability, use of contracts, accessibility considerations and requirements, aesthetics, and distribution strategies.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Ability to lift 50 pounds. You must have direct experience in overseeing the development and production of national distribution quality and professional museum feature quality interpretive video programs relating to natural and cultural history subject matter for mass distribution through accredited visitor center or museum venues, commercial theaters, or national broadcast/cable/streaming outlets. Qualifications

All qualifications must be met by the closing date of this announcement-10/02/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE FACTOR: You must have direct experience in overseeing the development and production of national distribution quality and professional museum feature quality interpretive video programs relating to natural and cultural history subject matter for mass distribution through accredited visitor center or museum venues, commercial theaters, or national broadcast/cable/streaming outlets.

To qualify for the Audiovisual Executive Producer position at the GS-12 grade level, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1) Knowledge and experience in managing and overseeing the development and production of national distribution and professional museum feature quality interpretive video programs relating to natural and cultural history. 2) Knowledge and experience in developing media strategies based on target audience and project goals that are informed by an understanding of the best practices for interpretive audio-visual media. 3) Experience in managing all aspects of production and administration including, offering insights into content development, aesthetics, accessibility, production budgets, schedule, production documentation, and licensing. 4) Experience in managing and administering contracts for the production of national distribution quality and professional museum feature quality interpretive video programs relating to natural and cultural history subject matter for mass distribution. Knowledge of and experience with applying accessibility standards for AV programs including subtitles for deaf and hard-of-hearing, captioning, and audio description. You must include your resume with hours worked per week annotated.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level of this announcement.
