Training and Development Spec5
The DCM Training Specialist V position performs complex (senior level) training work. Work involves planning, designing, organizing, conducting, and evaluating training programs, with emphasis on Disaster Case Management, Continuous Learning, mandated and certification training related to HHSC and FEMA training requirements. The position analyzes training needs, develops and prepares training materials, coordinates and conducts training sessions and promotes the use of training services, methods, and techniques. The position interacts routinely with program staff at all levels and with other professional development staff. This position will also monitor contractor(s) training programs under the DCM program. Essential Job Functions:
Conducts classroom, distance, or blended training sessions using effective classroom management techniques and various technologies. This includes basic skills development, ongoing skill development and technology classes (35%) Coordinates training services and activities by completing pre-classroom preparation, including coordinating assignments that may be needed as a pre-requisite for training programs. Preparing for class includes coordinating schedules and logistics for training programs and coordinating with internal and external stakeholders that are involved in either participating or delivering training. (15%) Completes post-classroom activities that include evaluating training effectiveness and trainees’ knowledge and skill development, trainees’ readiness and ability to apply knowledge and skills in work setting, trainees’ performance in training and record of participation. Participates in evaluating training plans and in solving training problems regarding effectiveness of plans when applicable. Responsible for completing records of participation (20%). Researches, develops, reviews and evaluates training materials and recommends modifications as appropriate. (10%) Provides, collects, and analyzes data and creates reports that evaluate and assess training effectiveness. (5%) Formulates learning objectives and plans, designs, develops, training to meet specific needs or revises existing curricula and course outlines to meet individual needs. This may include needs identified for a group, unit or individual. This includes the development of new and refresher training programs. (10%) Selects or develops instructional methods, training aids, manuals, and other materials. Formulates, reviews and recommends policies and procedures for training programs. (5%) May participate in other planning and organizing activities with other professional development. Knowledge Skills Abilities:
Knowledge of training procedures and techniques. Knowledge of group process, group dynamics, and interpersonal relations. Knowledge of DFPS programs, policy, practices, and related services. Skill in instructing others and facilitating workshops. Ability to communicate effectively, both written and verbal. Knowledge of adult learning principles Ability to assess training needs. Ability to design or deliver distance learning.
