Job Description

Job Summary:

The Texas Water Development Board is seeking a highly skilled Public Information Coordinator (Program Specialist VII) to join our team. As a key member of our organization, you will be responsible for planning, developing, coordinating, and implementing comprehensive public information and records management programs.

Key Responsibilities:

  • Public Information Management: Support the Executive Administrator, General Counsel, and agency attorneys in administering the Texas Public Information Act for the agency.
  • Records Management: Develop and implement effective techniques for evaluating and improving the records management program, including providing consultative services and technical assistance to staff.
  • Training and Development: Determine public information act requirements for staff and develop or oversee the development of training materials.
  • Policy Development: Develop records and information management policies and procedural manuals to assist in monitoring, assigning, and directing staff in the development and integration of records automation and information management.
  • Communication: Communicate with agency staff and outside parties about matters relating to the implementation of the Texas Public Information Act, including preparing and filing required open records reports with the Texas Attorney General.
  • Document Management: Assist in coordinating initial production of documents with agency departments and in compiling, reviewing, redacting, and organizing documents for inspection by or delivery to requestors.
  • Knowledge Management: Develop and implement procedures and processes to ensure individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.

Requirements:

  • Education: Graduation from an accredited four-year college or university with a bachelor's degree in Political Science, Legal, or related fields, or a certificate of completion from a recognized legal assistant program.
  • Experience: Ten years of progressive technical and administrative experience in legal office practices or administrative support, with significant experience working with the Texas Public Information Act.
  • Skills: Knowledge of local, state, and federal laws and regulations relevant to records management and the Texas Public Information Act, as well as skills in using Microsoft Office programs such as Word, Excel, and Access.

Preferred Qualifications:

  • Previous Experience: Previous experience administering a records management program, managing records production in litigation, and working with Texas laws and rules governing state agency operations and responsibilities.
  • Knowledge and Skills: Knowledge of government office policies and procedures, legal office management, and effective oral and written communication skills.

Working Conditions:

The selected candidate will work in a fast-paced environment with minimal supervision, requiring the ability to make mature, objective decisions and identify areas of potential problems. The position may require travel up to 10% of the time, primarily within the State of Texas.
