OVERVIEW OF ROLE

The Project Operations Manager oversees the preparation and execution of the project operations.

The Project Operations Manager leads the logistics and interfaces with the OMT of each vessel to carry out the project scope of work in the field in accordance with planning and specifications.

The Project Operations Manager is a team leader working in partnership with the Project Director or Manager, leading in the development of the project team, the project safety culture, and is a champion of the CSB programme and Subsea 7 Values. This includes continuous conveyance of the safety leadership message to every team member in designing safety into equipment, procedures, and operations plans. The Project Operations Manager plays a key role in teambuilding and encourages the full participation of the team in all developmental endeavors.

All personnel are expected to contribute to creating a positive HSEQ culture within

Subsea 7 and ensure familiarity with and adherence to local HSEQ codes and practices.

SPECIFIC KEY RESPONSIBILITIES & ACTIVITIES
  • Preparations for Onshore & Offshore Works
    • Coordination of the full marine spread involved in the execution of project operations
    • Coordinates with the VOM for each internal asset or acts as the VOM if there is none assigned or nominates one as required.
    • Assists Regional Operations Department for the optimization of overall vessel occupation by providing project progress and constraints in collaboration with the Project Manager.
    • Confirm asset availability and internal/external spread booking(s); in conjunction with Regional Operations Manager/Director and Vessel Planner.
    • Responsible for ensuring standards of installation engineering services provided in the field comply with corporate standards and client specifications along with appropriate legislation.
    • Develop manhour estimates and assist planner in developing the offshore schedule for offshore implementation to suit overall project plan, taking responsibility for delivery.
    • Identify project resource requirements and liaise with Project Manager and Technical and/or Installation Engineering Lead to ensure availability and allocation
    • Identify and quantify any client engineering changes to contract which will affect installation. Ensure variations and deviations are recognised and reported to the Package Manager. Manage related technical queries and change control requirements.
    • Manage multi-discipline installation engineering and installation activities.
    • Ensure that all procedures and methods of work developed have considered the safety of personnel and assets to avoid loss.
    • Liaise with Technical Manager to ensure installability of designs.
    • Organise operational reviews where required to acquire inter-company input.
    • Confirm with Installation Engineering Lead the development of new installation equipment and techniques as required to suit prevailing conditions and scope
    • Manage internal and external installation related interfaces.
    • Provide input into the project's Risk Management System
    • Organise Constructability reviews involving Offshore and Vessel Management Teams prior to initiating detailed engineering.
    • Attend regular country operations meetings, Tender Boards, Construction Review
    • In coordination with PCM or Cost Controller, review the as-sold budget for offshore logistics and operations. Establish and monitor monthly the Estimate-At-Completion (EAC) budget for operations.
    • Ensure project Cost of Loss (COL) are captured, reported and addressed.
    • Review and comment on the Technical Document Register.
    • Determination of assets and spreads for realisation of offshore operations (i.e. strategic/non-strategic assets, construction/lay spreads, etc.).
    • Support SCM in the selection of vendor's and/or subcontractor's with respect to offshore support.
    • Prepare or support Simultaneous SIMOPS) planning as per project's requirements.
    • Participate in all HIRAs associated with the Project. Ensure the appropriate Offshore/Vessel Management Teams are present during these HIRA sessions.
  • Operations Readiness
    • Responsible for liaising with Offshore Resources or subcontractor to ensure marine assurance is compliant with Project specific and local requirements,
    • Organise supporting suitability surveys/inspections and audits, as required.
    • Verify local legislation and regulations are adhered to (ex: USCG).
    • Confirm means of communication are available for internal and chartered assets (i.e. VoIP, VSAT, internet...).
    • Determine and organize safe and efficient manning of internal and chartered assets with support of the respective Offshore/Vessel Management Teams and Offshore Crewing (i.e. Man Plan, Local Content, compliance Training).
    • Liaise with Project Technical Team to determine project engineering resourcing, Client and 3rd party personnel and ensure POB acceptance and communication with embarkation/debarkation protocols.
    • Coordinate project specific safety equipment and safety personnel with support of the project HSE Adviser
    • Support System Integration Testing (SIT) and liaise with technical authorities or applicable Offshore Management Team to provide input or witness.
    • Review and agree with VOM the vessel(s) POB
  • Logistics' Interface
    • Define all logistic requirements to support the project operations, in order to ensure timely deployment of resources (personnel, equipment and vessels).
    • Monitor local logistic support and assist / help as required.
    • Determine method of Crew Change between onshore and offshore location(s).
    • Define project specific weather forecasting requirements for project's Logistics Coordinator to coordinate.
    • Find the best approach and cost effective solution for moving project equipment and material to / from work-sites.
    • Monitor and support the project's Logistics Coordinator with the following activities:
      • Importation of project equipment and material.
      • Vessel importation and clearances
      • Import/Export and clearance of project equipment and material
      • Communication between the project's Logistics Coordinator and the Agent(s).
  • Mobilization / Demobilization
    • Ensure operational readiness by means of scheduling internal and/or external Readiness Review sessions.
    • Assist with the development and distribution of the MobFax in conjunction with the Project/Field Engineer. This shall include a comprehensive and detailed mobilization schedule.
    • Coordinate base or yard activities and load out sequence for timely delivery of all items required to support offshore operations.
    • Organise timely mobilisation of Project Engineers, Clients and 3rd party or subcontracted personnel.
    • Ensure the necessary resources are requested to support shore side mobilization activities.
    • Assist with the development and distribution of the DeMob Fax in conjunction with the Project/Field Engineer. This shall include a comprehensive and detailed demobilization schedule.
    • Ensure all project equipment are timely demobilised and returned to suppliers and their respective inventory system. Confirm most cost-effective approach is considered in terms of material/equipment where there are multiple trips/campaigns.
  • Health, Safety, Security and Environment (HSSE)
    • Promote and facilitate project team awareness of company QA and HSE procedures.
    • Support Vessel Health Checks in conjunction with HSE, as required.
    • In coordination with project HSE Advisor, ensure emergency response and applicable security resources are allocated for offshore support (Medevac, security/patrol boats, etc.)
    • Assist in the development of the Emergency Response Plan and Offshore Bridging Document.
    • Validate a suitable Permit-To-Work (PTW) system is in place for all offshore work-sites.
    • Review Synergi reports and participate in closing necessary remedial actions.
  • Offshore Operations
    • Organise and coordinate sequence of offshore operations. Responsible for ensuring sequencing, or re-sequencing, is completed to provide the most effective offshore operation.
    • Daily management of support services in line with vessel requirements (ex. project materials/consumables, fuel, water, provisions).
    • Organise daily conference call (daily calls) with attendance of O/VMT, for progress follow up and provide instructions to the vessel(s).
    • Support the Project Manager for liaison with Client regarding operational matters.
    • Define with O/VMT level of Management-Of-Change (MOC) and approve "Major" MOC during execution of the project at the discretion of the Project Manager.
    • Manage SIMOPs, in conjunction with Client SIMOPs coordinator, where applicable.
    • Provides all documentary evidence necessary to assist in contractual claims (Client or Subcontractors).
    • Ensure Non-Conformance Reports (NCRs) and Internal Quality Failures (IQFs) are issued and closed out as required, in conjunction with the Project Quality Adviser.
    • Issue an overall operations activities report (once daily) commencing at the start of operations. This applies for Projects with more than one asset supporting the offshore operation.
  • Project Close Out
    • Participates in the evaluation of invoices and charges to project.
    • Participate in Lessons Learned meeting.
    • Provide input in preparation of Project Operations Debrief Report.
    • Present as-planned v's as-built schedule with VOM and regional management for review.

ORGANISATION STRUCTURE

Commonly reporting and accountable to the Project Manager, the Project Operations Manager commonly interfaces with all project functions with emphasis on engineering preparations liasing with the Project Engineering Manager and Lead Engineers.

In the form of a Package Management structure, the Package Managers are responsible to deliver their package with assigned project resources including engineering. Certain engineers will report to a Package Manager in the delivery of that package. The Installation Engineering Lead is the functional lead on the project managing the installation engineering and related issues. Therefore he/she will assess the quality, methods, and resources of work in progress and be a key functional interface with the Package Manager to ensure that every package is resourced and directed properly. The Project Operations Manager interfaces with the Package Managers and Installation Engineering Lead to take their scopes into the operations phase.
