Job Purpose

Responsible for leading and managing complex engineering projects from inception to completion. Controls and supervises the engineers and concerned staff assigned under his work unit. Inspects and expedites electrical/civil/utility work, for AGOC/KJO constructions of industrial facilities, offices, or residential buildings, depending on his discipline, to secure quality and completeness of contractors work as specified in contracts.

Job Dimensions and Business Metrics

Highest level of confidentiality and access to information which unauthorized disclosure could be expected to have a severe or catastrophic adverse effect on organizational operations, organizational assets, or individuals.

Key Accountabilities include the following. Other duties may be assigned as required.

  • Leads and oversees engineering projects, ensuring adherence to project schedules, budgets, and quality standards.
  • Provides technical leadership and guidance to project teams.
  • Manages project resources, including personnel, equipment, and materials.
  • Collaborates with design teams to develop project plans, specifications, and engineering designs.
  • Responsible to accomplish the Feasibility/Conceptual Study, Scope of Work for new projects, Font End Engineering Design (FEED) and Detailed Engineering Design etc.
  • Supervises the engineers and concerned staff under his control as head of his work unit.
  • Studies and understands Design Basis Scoping Paper (DBSP) and collects data for the preparation of FEED. Review and approve drawings and specification for a new project from all disciplines. Evaluate and decide the discipline deliverables item during the FEED.
  • Participates in project related process safety studies (HAZID, Course HAZOPS and HAZOP).
  • Monitors preparation of tender documents.
  • Prepares prequalification criteria and evaluation of bid package.
  • Checks and approves answering all queries from all bidders.
  • Prepares bidder technical evaluation criteria and bid proposal.
  • Requests contractors to submit work schedules, manpower/equipment/materials input plans, organization charts, key personnel lists, and other technical documents, and examine them to secure contractors readiness and compliance with technical requirements.
  • Reviews and approves all detailed engineering deliverables.
  • Visits the construction site to inspect progress and quality of work in accordance with design and schedule. Orders repair or rework if non-compliance is found.
  • Checks and approves contractor invoice.
  • Arranges and coordinates with concerned AGOC materials department to construction sites, if specified so in contracts.
  • Controls contractors performance by verifying daily progress reports.
  • Reports and consults with Manager (E&O) on unexpected technical problems arising. Approves modification and changes in design/specifications to contractors.
  • Verifies completion of work as specified in original or modified designs. Accepts work completion by endorsing a completion letter. Follows-up the completed project during one-year warranty period.
  • Reviews and approves engineering drawings and documentation.
  • Performs engineering calculations and analyses.
  • Monitors project progress and performance, identifying and addressing issues and risks.
  • Coordinates with contractors, vendors, and stakeholders to ensure project milestones are met.
  • Conducts regular site visits and inspections to ensure work is executed according to plans.
  • Develops and manages project budgets, tracking expenses and making cost-effective decisions.
  • Controls project costs by optimizing resource utilization and procurement strategies.
  • Ensures that engineering projects meet quality and safety standards.
  • Maintains comprehensive project documentation, including reports, schedules, and change orders.
  • Prepares and present project status reports to management and stakeholders.
  • Strictly follows established environmental, health, safety and quality policies and procedures in order to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.
  • Undertakes accountabilities in the operational excellence process as set out in the schedule of responsibilities.
  • Contributes to the processes of continuous improvement for the area assigned.
  • Performs any other relevant task as directed by Manager Project & Facilities Planning.

Education, Certificates, Licenses, Registrations and/or Experience

  • 5 to 8 years related experience, covering Project Management operations preferably in oil & gas sector organization.
  • Academic background includes a minimum of a bachelors degree in a relevant field. Professional certification in Project engineering, PMT or equivalent.
