Job Description:

The is excited to announce an opening for a Senior HR Business Partner (Human Resource Analyst 3). Come bring your leadership and customer service skills and provide a broad, full range of professional human resources services in partnership with managers and employees.

Here are some of the supporting duties:

  • Provide consultation and guidance in employee relations, labor relations, performance management, employee leaves, safety, training and development, and position management.
  • Provide consultative services and assistance regarding the supervision and management of subordinate employees, including full-time, part-time, intermittent, permanent, temporary and represented staff.
  • This position is considered a senior level HR team member and provides day-to-day guidance to other lower level team members to support the HR mission for the agency to attract, hire and retain a qualified and diverse workforce.
  • The position utilizes extensive knowledge and experience of personnel laws, rules, policies and practices to solve highly complex and sensitive personnel issues
  • Coordinate and conduct workplace investigations regarding workforce management issues and concerns, e.g., employee misconduct, policy violations, employee grievances, or other related workplace issues.
  • Investigate allegations of discrimination, harassment or other unlawful employment practices.
  • Work with supervisors, employees, and union stewards and labor relations representatives to resolve workplace issues, concerns, and grievances.
  • Act as OEM’s Safety Officer and coordinate the safety program which includes chairing the safety committee (Safety & Accident Review Board).
  • Serve as the agency’s Affirmative Action/EEO Representative. 
  • Develop and conduct training and training materials for managers and employees on all aspects of human resource management and labor relations.

What do you need to qualify? Minimum Qualifications:

A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND three years of Human Resource professional-level experience related to the position.
 

OR
 

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND four years Human Resource professional-level experience related to the position.
 

OR
 

Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
 

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

Additional information:

  • The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.
