Job Overview:

This position is responsible for the overall development, management and supervision of the Renewable Resource Grant and Loan Program (Program), grant and loan programs, technical assistance for local governments, and coordination of grant loan management policies and procedures across the division.

Essential Functions (Major Duties or Responsibilities):

Program Administration 

Direct resources to support program staff as needed for training and retention as well as overall program effectiveness. Strategically develop a work structure and culture capable of achieving the Department’s customer service goals. Review performance of staff and encourage continuous improvement, training, innovation, and best practices.Coach, mentor, and discipline, when necessary, for poor performance and areas of improvement. Provide staff with opportunities to improve their professional standing and resumes.Give credit to staff who do the work.

Program Development & Implementation

Develop, oversee, and maintain the Program’s biennial budget with the Division Administrator, Deputy Administrator/Financial Manager and other Program Managers. Define Program goals in alignment with Department and Division goals.Develop detailed tasks and measurements to achieve goals and assign staff.Work with staff throughout the year to ensure that tasks and measurements are being met. Draft Program policies, standards and procedures.Coordinate policies, standards and procedures across the Division and Agency to ensure consistency and clarity. Ensure coordination of the Renewable Resource Grant and Loan Programs to ensure consistency and clarity across the subgrant programs. Identify the need for stakeholder outreach and training.Plan, prepare and lead outreach and training efforts. Track and participate in inter-agency or other stakeholder groups to track emerging issues that impact Renewable Resources.Contribute to stakeholder and inter-agency groups to identify where Program can support projects that deliver on the Agency goals. Continuously improve Program for effective delivery of financial and technical support and conservation efforts as directed by statute and DNRC’s mission.

Agency and Legislative Relations

Represent the Program and division to federal, state, and local government as well as stakeholders and the public.Promote mission of the Agency and Division through professional presentations. Prepare professional presentation materials to summarize Program accomplishments.Draft legislation to be reviewed and approved by Division leadership and the Governor’s Budget office. Coordinate with Legislative staff to ensure that Program materials are professional and clearly presented during hearings or meetings. Prepare testimony for the Program at the Legislature. Work closely with legislative sponsors to deliver clear messaging on the intent of the Program.

Other Duties as Assigned -  This position performs a variety of other duties in support of ongoing Division and Department operations.This includes managing special projects, representing the Program, Division or Department at various meetings and conferences, and participating in ongoing training and educational programs.

Direct Supervision: 5 FTE

Minimum Qualifications (Education and Experience):

Master's Degree in public or business administration, finance, economics, public relations, political science or natural resource management field.  Five years of dedicated job-related experience 2 year of supervisory or lead worker experience Other combinations of education or experience may be substituted.

Required knowledge, skills, and abilities:

Knowledge of grants management and contract administration, program management concepts and procedures; procurement process and law: state and federal statutes pertaining to natural resource management.Ability to work with public and agency managers and communicate effectively verbally and in writing; to assimilate technical information, evaluate this information and make recommendations as to what action to take; to plan organize and manage a variety of projects; to evaluate and apply state and federal rules, statute, and policy.

Special Information : Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.

Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a "green card".
