About Our Division
The State Procurement Services Division (SPSD) is dedicated to administering a professional procurement and contract management program that is both cost-effective and accountable. Our mission is to ensure fair competition, maximize the purchasing power of public funds, and provide leadership in innovative public procurement practices.
The Operations Bureau within the SPSD plays a vital role in enhancing performance by reducing costs, increasing efficiency, and managing risks. This bureau oversees our e-procurement system, formulates policies, conducts compliance reviews, and manages agency delegation agreements.
What is the role? We are seeking a detail-oriented individual with strong analytical, research, and communication skills to join our Operations team as the Purchasing Card Policy Officer. You will report to the Procurement Operations Manager and be responsible for:
- Managing the daily operations of the enterprise P-card program, including approving new card requests, setting spending limits, and monitoring usage.
- Performing program management and strategic planning tasks, including developing and updating policies and procedures.
- Collaborating with trainers to design and deliver training sessions, coordinating with the P-card provider and end users.
- Ensuring compliance with small purchase policies by managing updates and addressing violations, including suspending or canceling P-cards as necessary.
- Assessing risks and tracking financial activities, including monitoring transaction limits and identifying trends or potential fraud.
- Conducting regular audits of the program and generating reports to oversee cardholder and manager activities, promptly reporting any misuse or fraud.
- Providing management with recommendations based on audit findings, including program adjustments and policy updates.
- Addressing P-card inquiries and assisting in problem resolution.

What qualifications are we looking for?
Education and Experience:
· Bachelor's degree in Business, Public Administration, Communication, or a related field; OR
· Associate degree in Business, Public Administration, Communication, or a related field with two years of experience in technical writing, research, accounting, or project management; OR
· Other combinations of education and experience will be evaluated on a case-by-case basis.
