Position Overview:
The Program Specialist is tasked with executing and overseeing intricate professional, technical, and administrative responsibilities in alignment with the directives of the Board. This role involves the implementation of policies, procedures, and programs as established by the Board. The Program Specialist is responsible for conducting thorough investigations into complaints, mediating disputes, and supporting the Board in disciplinary measures.
The individual in this position will manage the standards for water well construction, ensuring familiarity with emerging technologies while phasing out outdated practices. The Program Specialist will initiate and oversee modifications to the Administrative Rules of Montana and propose amendments to the Montana Code Annotated. Acting as the executive assistant to the Board, the Program Specialist will manage Board directives and execute Board decisions.
Additionally, the Program Specialist is responsible for the licensing process, which includes administering examinations for new licenses and managing license renewals. Maintaining comprehensive records and databases for each driller is a key responsibility. The Program Specialist will also evaluate and approve continuing education courses, providing recommendations for additional training opportunities.
Required Qualifications:
The ideal candidate will possess professional expertise in geology, geo-hydrology, and sanitary construction standards, along with knowledge of various well drilling and construction techniques. Effective communication with other state agencies and legal authorities at both state and county levels is essential.

Application Process:
The selection process may involve a review of the State of MT application form, cover letter, current resume, educational qualifications, structured interviews, performance assessments, job-related reference checks, and relevant work experience.
Minimum Qualifications (Education and Experience):
Candidates should have a combination of education and experience equivalent to a bachelor's degree in a scientific discipline related to groundwater hydrology and geology, along with two years of experience in drilling, program administration, policy development, and conflict resolution. Alternatively, a two-year degree in water well technology or a related field with four years of relevant experience is acceptable.
Special Considerations:
- Candidates must be eligible to work in the United States and possess a valid driver's license with fewer than 12 conviction points in the last 36 months.
- Applicants should be capable of climbing embankments, traversing uneven terrain for up to a mile, and maneuvering through confined spaces.
- The selected candidate may qualify for relocation expenses in accordance with DNRC policies.
Eligibility to Work: In compliance with the Immigration Reform and Control Act, the selected individual must provide documentation within three days of hire that confirms authorization to work in the United States.
