Additionally, the Program Specialist manages the standards for water well construction, stays updated on emerging technologies, and phases out outdated practices.
The Program Specialist also initiates and oversees modifications to the Administrative Rules of Montana and formulates proposed amendments to the Montana Code Annotated. Acting as the executive assistant to the Board, the Program Specialist manages the Board's directives and ensures the execution of Board decisions. Responsibilities include overseeing licensing processes, administering examinations for new licenses, and managing license renewals. The Program Specialist maintains comprehensive records and databases for each driller and evaluates continuing education courses, offering recommendations for relevant training.
Required Qualifications:
The position necessitates a professional understanding of geology, geo-hydrology, sanitary construction standards, and various well drilling and construction methodologies. Effective communication with other state agencies and legal authorities at both state and county levels is essential.

Minimum Qualifications (Education and Experience):
Candidates should possess a bachelor's degree in a scientific discipline related to groundwater hydrology and geology, accompanied by two years of experience emphasizing drilling, program management, policy development, and conflict resolution. Alternatively, a two-year degree in water well technology or a related field with four years of relevant experience is acceptable.
Special Information:
- Candidates must be eligible to work in the United States and possess a valid driver's license with fewer than 12 conviction points in the last 36 months.
- Applicants should be capable of climbing embankments, traversing uneven terrain for up to a mile, and navigating confined spaces such as siphon pipes.
- The selected candidate may qualify for relocation expenses in accordance with the DNRC Moving and Relocation policy.
Eligibility to Work: In compliance with the Immigration Reform and Control Act, the selected individual must provide documentation proving authorization to work in the United States within three days of hire.
