Job Description:
Performs highly advanced grant development, coordination, and administration work under general supervision of the Health Promotion and Chronic Disease Prevention (HPCDP) Section Director. Performs highly advanced grant planning, implementation, and management of HPCDP grants and cooperative agreements. Identifies and reviews funding announcements to determine program eligibility for compliance with requirements and standards. Oversees internal and external teams to coordinate grant applications. Responsible for coordinating, tracking and reporting of grant-funded activities, and helps oversee the development and monitoring of grant-funded budgets. Monitors the implementation, management, evaluation, and closeout of grants and grant budgets. The position requires professional and effective communication and interaction with program staff, subcontractors, federal, state, and local officials, and other stakeholders. Assists with financial tracking of the funding use. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. Essential Job Functions:
(35%) Identifies new sources of grant funding, discuss it with managers and subject matter experts in the section and provide a summary to the Section Director. Oversees the preparation of letters of intent, grant application packets, technical reviews, reporting materials, work plans, evaluation plans, revisions of budget, and work plans. In coordination with DSHS Funds Coordination and Management Branch, oversees the creation and coordination of timelines and processes for obtaining information and data from areas within the section and across the agency as needed to coordinate internal approval and submission process. Tracks activity completion and progress made on goals. Responds to relevant ad-hoc and regular requests for information from internal and external stakeholders, including grant funders and agency leadership. Liaises with grant funders to ensure compliance with grant requirements. Oversees grant closeouts including final reporting to grant funders. Participates with agency partners to ensure collaboration on key projects. Applies project management skills and techniques to ensure timely application development and submission. Oversees and attends meetings and webinars for agency and statewide partners. Reviews responses to division, agency, or enterprise requests for information as appropriate. Identifies program priority needs and development of state and national performance measures through annual and five-year needs assessments. Works with the HPCDP Section Director to set priorities and collaborate with Community Health Improvement (CHI) Division leadership.

(30%) Oversees the development of grant budgets and monitors grant-funded expenditures. In coordination with Section Financial Analyst, drafts and reviews grant financial reports and budget expenditures, backup documentation supporting reports, and all materials related to grant financial components. Analyzes financial risk and makes recommendations for appropriate actions and strategies to resolve financial issues. Facilitates responses to grant-related budget requests. In coordination with DSHS Contract Management Section, assists program staff to develop, execute, and amend grant-funded contracts and amendments, memoranda of understanding, Data Use Agreements and other documents as necessary. Works with the Funds Reporting Branch to assure the submission of annual funding reports to funding agencies accurately and in a timely manner.

(20%) Develops section-level policies and procedures to guide standard practices for grant administration and grant-associated financial management. Monitors and provides technical assistance to program staff in the implementation of and adherence to policies and procedures and division, agency, state, and federal grant requirements. Trains new program staff on the process of grant application and the funding cycle needs. Evaluates the need for grant-related process improvements and oversees the implementation of improvement projects. Responds to ad-hoc requests for information; prepares bill reviews, analyses and serves as a resource.

(10%) Serves as a liaison and maintains effective working relationships with grant funder, administrative personnel or other organizational units within the agency, other state agencies, the federal government and other external stakeholders, which includes attending relevant meetings, responding to information requests, making presentations and resolving issues that may arise.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a
supporting role to meet the agency’s obligations for disaster response and/or recovery of Continuity of
Operations (COOP) activation. Such participating may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.
