Job Description:
Under the direction of the Division Administrator for Early Childhood Programs within the Division of Prevention and Early Intervention (PEI), this position provides support for community-based grantees implementing division programs. Performs advanced coordination and technical assistance work to support initiatives among grantees and within the division. This position will provide program support for Early Childhood Programs such as the Healthy Outcomes through Prevention and Early Support (HOPES) Program, Texas Home Visiting Program (THV), and the Texas Nurse-Family Partnership (TNFP) Program. These programs are designed to strengthen families with young children, promote child and family well-being in early childhood, and support positive outcomes for expecting families and families with children ages zero to five years. Programs offer services such as evidence-based parent education, parent navigation, home visiting, and other family support initiatives for families with young children. Grantees also engage in early childhood systems-building and coalition work.

Texas received grant funding through the US Department of Health and Human Services Administration for Children and Families (ACF) with the Preschool Development Grant Birth through Five funding (PDG B-5). PDG B-5 grants are intended to fund state efforts to support early childhood services and systems, including systems planning, family engagement, quality improvement, workforce investment, and improved collaboration among existing early childhood partners. This position will work with the Early Childhood Programs Lead and other state agency partners in implementing Texas grant activities for the grant cycle and provide information on the PDG B-5 grant activities through December . In addition, the position will provide technical assistance to PEI grantees receiving new funds to implement early childhood systems building and family engagement activities. Position will help provide oversight of projects as a result of the Early Childhood Systems Building grant awards, promote state and local collaboration, and provide technical assistance in the areas of coalition development and early childhood systems building and partnership development.

The Program Specialist position provides consultative services and technical assistance to grantees, service providers, other division staff, governmental agencies, community organizations, and the public. The Program Specialist engages in program planning, meeting coordination and facilitation, site visits, meeting with stakeholders, planning and providing training, and serving on internal and external workgroups. The Program Specialist will also compile and summarize information, produce written reports and presentations, and write guidance, policies and procedures. Work will also involve data analysis, program operations guidance, and review of grantee plans. The position provides guidance and general communication to ensure coordination with DFPS program goals and objectives. Works closely with the Early Childhood Programs Lead and PDG Contract Specialist.

Note: Effective September 1, , Prevention and Early Intervention will transfer to HHSC and be retitled to Family Support Services (FSS). This position will transfer to HHSC FSS at that time. In addition, this is a grant-funded position; the grant through which this position is funded concludes December 31, . Essential Job Functions:
Provides consultative services and technical assistance to grantees and providers throughout the planning and implementation of programs and services.
Performs a variety of technical, training, research, planning, policy, program assessment, and
administrative activities for assigned programs.
Studies and analyzes programming and operations and prepares reports of findings and
recommendations.
Monitors required performance and recommends appropriate action plans, changes, or improvements.
Provides high-level consultation and guidance by interpreting standards, policies, procedures, and regulations related to the program.
Conducts training and provides guidance to grantees in the development and integration of new or revised methods and procedures.
Oversees the performance of grantees and providers and offers support to help community-based programs meet identified goals and objectives outlined in the grant agreement.
Monitors required performance and recommends appropriate action plans, changes, or improvements.
Identifies training needs and conducts training as needed.
Analyzes the application of and variations within programs and develops action plans to improve or strengthen programs.
Interprets data, reviews grantee performance, and determines program trends.
Collects, organizes, analyzes, and prepares information, reporting, and material in response to requests for program information.
Develops program policies, procedures, standards, and manuals in accordance with program objectives and goals.
Determines program statistics and trends and resolves operational challenges.
Prepares administrative reports and performs specialized research projects.
Consults and works collaboratively with community and other state agencies and partners in workgroups and initiatives.
Provides guidance to community providers for the implementation of new methods and procedures.
Evaluates program operations, budget alignment, and program budget requests.
Travel, attend in person meetings, and conduct visits as required.
Performs related work as assigned. Knowledge Skills Abilities:
Knowledge of the implementation and planning of services such as evidence-based programming, and/or working with children and families within community organizations, state or federal agencies is desirable. Knowledge of services for parents and families, including expecting parents and families with young children is desirable.
Ability to interpret, organize, and present information.
Ability to integrate learning, apply new information and knowledge, and instruct others.
Ability to communicate clearly in writing and prepare wide variety of written material.
Ability to facilitate meetings, train, and conduct presentations.
