This position is with our CDR-Grant Management program area.

Performs highly advanced (senior-level) grant development, coordination, and administration work. Work involves overseeing the preparation, coordination, maintenance, and reporting of grants; monitoring grant awards; and serving as a liaison between funding sources and the state or federal government. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Elements
  • Assist leadership with administrative tasks, supporting Grant Specialists; coordinate duties and cross train functions for continuity of operations. Assists management in the development of program policies, procedures, standards, and manuals to ensure information, tools, and data are current for the most efficient team. Interprets program policies, procedures, standards, and manuals; and plan program activities in accordance with GLO-CDR program objectives and goals. Provides guidance to staff in the development and integration of new systems, methods, and/or procedures.
  • Assists management with developing and implementing effective techniques for evaluating Grant Management programs and provides tools and strategies to make the Grant Management Team more efficient and effective; proposes projects for team improvement, obtains authorization, and executes or facilitates execution for accepted one-time special projects.
  • Monitor grant and/or contract budgets for timely expenditures; review requests for payment for eligible and compliant expenditures; approve requests for payment within allotted time; coordinate revisions/resubmission; work with appropriate subrecipients and their representatives to achieve compliant processing of requests for payment and expenditures. Monitors and manages project quality to ensure deliverables are acceptable and fulfill the terms of the project.
  • Support Disaster Recovery program by completing timely and thorough application reviews for project eligibility and program compliance; prepare requests for information, provide technical assistance as applicable during application phase; compile final application documents; draft scopes of work, budgets, and other contractual documents, as assigned.
  • Perform grant management and oversight including: lead kick-off meetings; review and approve contract change requests; review documentation for program compliance including reports, start-up documentation, procurement files, labor standards documentation, construction change orders, and other required documents; take action as needed to facilitate program compliance.
  • Monitor, evaluate, and review eligibility and programmatic compliance at all stages of assigned grants from application to closeout; provide feedback and coordinate with GLO partners and external stakeholders as needed to ensure compliance; provide technical assistance to prospective applicants and subrecipients in accordance with program guidance.
  • Serve as a liaison and representative for the GLO-CDR program with elected officials, their assignees, constituents, vendor representatives and the general public; participate in agency outreach efforts.
  • Prepare timely community specific reports, correspondence and programmatic special projects; collect, analyze and summarize data for executive reports, required federal reports, legislative inquires and public information requests; oversee status of reporting requirements, provide feedback to leadership, communicate corrective action, as assigned.
  • Provide direction, guidance, technical assistance to other grant coordinators through demonstrated CDBG program and grant management knowledge in a team lead capacity during application phase and throughout grant life cycle.
  • As it relates to the position, obtain proficiency in TIGR, using it to create and complete all applications, projects, project sites and budgets as required by CDR Management.
Qualifications:

Minimum Qualifications
  • Graduation from an accredited four-year college or university with a degree in public administration, business, or closely related field. Experience and education may be substituted for one another.
  • Five (5) additional years of relevant experience in the administration, development, coordination, and monitoring of grants.
Preferred Qualifications
  • Experience managing programs related to Housing and Urban Development (HUD), Disaster Recovery, Grant Management or related field. Familiar with State and Federal programs related to housing, housing management, grant management and disaster recovery.
  • Experience managing CDBG-DR or other federally funded disaster recovery programs, people, and/or projects.
  • Experience in the management of a business function, division, or department relevant to the assignment.
  • Work experience coordinating projects, work groups or team members.
  • Work experience in business process and workflow analysis.
Knowledge, Skills, and Abilities
  • Knowledge of laws and regulations pertaining to grants and contract administration; of research and budgeting processes; of business administration principles and practices, including financial management and accounting; and of program planning and development.
  • Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
