Grant Specialist IV:
This position may be eligible for up to % telework, with the exception of some occasional travel for meetings and site visits.

Under the direction of the Program and Policy Supervisor, the Grant Specialist IV position will work to perform advanced (senior level) grant development, coordination, and administration work for the Office of Area Agencies on Aging. Work involves preparing, maintaining, and reporting of grants; coordinating grant applications; reviewing incoming deliverables to determine compliance with requirements and standards; monitoring grant awards; and serving as a liaison between funding sources and the state and the federal government. The position will also perform in-depth analysis and evaluation for each grant program and provide complex technical assistance regarding overall program design and project implementation.

The position requires professional and effective communication and interaction with HHSC management, legal and budget staff, program staff, information technology staff, subcontractors, service providers, advocacy groups, consumers, families, and other stakeholders. It requires ongoing, detailed interactions with federal officials and in-depth knowledge for submitting materials needed through the federal grant electronic information management system. This position requires professional and highly advanced presentation and organizational skills; fiscal management of grant and contract budgets and financial reporting activities and works under limited supervision, with extensive latitude for initiative and judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

40% Oversees and assures HHSC’ compliance with all federal grant requirements, including any state requirements related to grant administration; negotiates, monitors, updates, and revises all agreements, sub-contracts, project expenses, and activities; evaluates, tracks, and approves budgets and project costs, including requests for budget revisions. Coordinates and/or participates in funding application processes with program and budget staff. Performs in-depth analysis, evaluation, and monitoring of scopes of work, deliverables, and performance metrics.

25% Prepares and approves grant application project plans, timelines, budget, and expenditures. Coordinates and oversees the completion of related tasks among appropriate staff and other divisions and agencies, as relevant. Ensures all materials/requirements are met promptly for HHSC management review and final submission.

15% Plans, manages, and conducts workgroups with internal and external stakeholders to develop project goals, organizational structure, program objectives, work plans, and budgets. Provides technical assistance on an on-going basis via phone, email, and videoconference for grant sub-recipients and hosts conference calls to share progress made by each grant sub-recipient on achieving the goals and objectives set by the grant administrator. Serves as a liaison between HHSC, other HHS agencies, the federal government, and other external stakeholders, which includes attending relevant meetings (traveling as necessary), responding to information requests, and making presentations.

15% Assists with developing and reviewing policies related to assigned grants, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to provide to program stakeholders and subcontractors. Identifies all available sources of grant funds related to the major program areas within their appropriate time frames and coordinates the preparation of application materials (including letters of Intent) and other requirements to secure the funds. Assists with monitoring activities regarding risk assessments, desk audits and on-site reviews.

5% Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:
