The Department of Finance & Procurement is responsible for ensuring that the countys financial management and accounting systems are maintained appropriately and that county agencies and the public receive information in a timely manner. The Division of Accounting, Finance and Operations manages internal auditing and compliance, financial accounting, financial and budgetary reporting, internal controls, payroll, and accounts payable.
Job Summary
The Loudoun County Operations division is seeking a detail-oriented and analytical individual to join our Finance and Operations team as an Accounts Payable Accountant. The Accounts Payable section processes all County supplier payments in compliance with the Virginia Prompt Payment Act and manages all mandated processes and reporting for accounts payable transactions. This position will supervise two Accounting Technicians.
Under the general supervision of the Accounts Payable Supervisor, this position will be responsible for, but not limited to:
Completing appraisals and approve timecards.
Upgrading and performing internal control activities for the AP function.
Running preliminary reports to validate payments prior to check runs.
Interpreting operating leases and keeping them updated.
Documenting business processes.
Testing Oracle upgrades and configurations which includes system testing, validating, and identifying system issues.
Working with internal and external auditors.
Managing the AP close process.
Performing reconciliations.
Preparing journal entries.
Processing payments.
Evaluating internal controls.
Coordinating with interdepartmental liaisons.
Providing policy reviews and updates.
Explaining business processes and requirements to the team.
Training department contacts on processes.
The ideal candidate will possess a keen attention to detail, ensuring accuracy and precision in all tasks. Collaboration is key, as this position will work closely with a variety of team members to achieve common goals. The ability to cultivate relationships, both internally and externally, will drive success in this role. Additionally, this position is responsible for developing and updating a comprehensive training program, documents, and policies, leveraging analytical skills to assess and address organizational needs effectively. This is a hybrid position with some telework opportunities.
Hiring salary is commensurate with experience.
Minimum Qualifications
Bachelors degree in accounting or related field; three (3) years of related work experience in professional level accounting, preferably in a government accounting setting; or equivalent combination of education and experience. CPA, CPFO, and VGFOA certification and completion of GAAP courses preferred.
