Portland Public Schools and the Office of School Modernization (OSM) seek a Bond Senior Financial Services Manager to oversee the financial and administrative operations of the office managing bond-funded, construction capital improvements across the Portland Public School District.

The goal of the OSM is to design and construct capital improvements as identified by approved capital improvement bonds.

To date, voters have approved over $2B in bond funds that are being utilized across a wide range of design and construction projects.

The Bond Senior Financial Services Manager proactively oversees and manages personnel that support project teams in the development of multiphase design and construction projects.

This position will direct personnel to fulfill functions including:

financial tracking, analysis and reporting; purchasing, contracting, and invoice management; support and administration of OSM's project management software; and general administrative support.

This position will coordinate with their peers in OSM, other district departments, public and private stakeholders as well as community groups.


This position will report to the Senior Director of the Office of School Modernization and will manage, direct and coordinate both district staff and external consultants.

REPRESENTATIVE DUTIES

  • Proactively oversee and manage the coordination of department operations activities, collaboration and communication with internal and external stakeholders.
  • Lead development and growth of organizational capability and competency specific to department operations and in collaboration with department construction programs.
  • Oversee development of functional areas, staffing, workflow, production and other functions related to operations staff.
  • Develop and manage staff in the implementation of fiscal policies, audit procedures, purchasing, contracting, and public and fund accounting systems.
  • Direct development and implementation of procedures designed to comply with District policies and procedures, and local, State and federal requirements for department activities, including financial reporting and contracting.
  • Develop and lead a cohesive, program-wide controls approach to department finance, procurement, operational procedures, and program information/documentation.
  • Lead and manage staff in, and perform the following activities:
o Measuring and reporting funding, budgets, contracts, and costs across multiple formats/programs, including development of financial spreadsheets and databases.

o Reconciling OSM's fiscal and project management system of record with the District's financial system of record.


o Developing baseline budgets on both project and program level; managing budget changes; and generating cash flow and related financial analyses.

o Measuring, analyzing and reporting on procurement management and contract administration.


o Developing on-demand performance analysis and reporting through eBuilder to improve department processes, review project performance, and report data to stakeholders.

o Analyzing construction contract business terms for inclusion of key protections, controls and clarity.


o Developing, implementing, providing training on, overseeing the daily operational activities of, and monitoring compliance with a department document management framework.

o Implementing project and program communications, including web based and electronic updates.

o Providing general administrative support to the Senior Director and staff.

  • Conduct annual evaluations of staff.
  • Oversee processing of paperwork required for daily operations of the department.
  • Coordinate with other departments to ensure District needs are being met.
  • Perform other duties as assigned.

CLASSIFICATION AND SALARY


This position is classified as Financial Operations Manager III, Pay Grade 42, on the Non-Represented, Confidential, Professional and Management Employees salary schedule FLSA Exempt.

MINIMUM QUALIFICATIONS

Education, Training and Experience:

  • Bachelor's degree in accounting, finance, business administration, economics, statistics, public administration or a related field.
  • Four (4) years of public agency professional technical experience in the assigned discipline, including developing policies and procedures, monitoring and reporting on agency activities and compliance.
  • Two (2) years managing technical and/or support staff in the performance of financial management programs.
  • A Master's degree in one of the above-identified fields may substitute for one (1) year of the required experience.
Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.

Preferred Qualifications:

  • Certification appropriate to the designated disciplines, such as Certified Public Accountant (CPA), Certified Management Accountant (CMA) or similar certification related to the assignment are preferred.
  • Demonstrated knowledge and proficiency in eBuilder and PeopleSoft.
  • Experience specific to public education or other public agency construction, facilities, and/or maintenance operations programs in a richly diverse community is preferred.
  • Knowledge of techniques of high-quality customer service.
  • Knowledge of government accounting, financial analysis, auditing and project management.
  • Knowledge of public contracting requirements.
  • Ability to interpret and apply state law, local policy and administrative procedures.
  • Ability to compile and analyze data.
  • Ability to manage personnel and budgets.
  • Strong time management skills and efficient with paperwork.
  • Strong organizational and communication skills.
  • People skills and willingness to be a member of a dedicated team of professionals
  • Demonstrated knowledge and proficiency in working with computers and other types of technology and software to include the Microsoft Office suite of products.
  • Public speaking skills and experience.
