Duties

Plan and direct comprehensive programs for the operation, maintenance, repair and improvement of the facility and to provide expert advice on space issues for the National Guard Bureau and its Directorates. Plan and provide recommendations for major agency moves and new operating policies, procedures, and expenditures. Integrate necessary safety and security measures and makes certain that adequate building systems are available. Provide expert assistance on major planning problems and in formulating efficient and economical space operations policies, criteria, and procedures for space assignment projects. Develop, evaluate, and implement immediate and long-range goals, objectives, plans and schedules to meet substantial changes in program authority and/or funding.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position may be required to work overtime. This position may be required to work overtime on an emergency basis. This position may be required to serve as a Contracting Officers Representative (COR). This position may serve as an installation project manager. This position may be required to escort and supervise vendors in classified areas.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes administering practices and procedures related to space management and building operations; analyzing organizations space needs; conducting negotiation of various types of contracts.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
