POSITION DUTIES

The Data and Analysis Specialist provides program support and technical assistance to the accountability program in the Office of Performance Reporting and Accountability of the Division of Assessment, Accountability, Performance Reporting and Research (DAAPRR). The Specialist provides technical assistance by acquiring, analyzing, and reporting student, school, and education agency data in order to satisfy Maryland State Department of Education (MSDE), state and federal requirements.\r

Responsibilities include:�\r
\r
\r
Design, create, and manage SAS datasets in support of DAAPR initiatives.�\r
Ensure quality, validity, and usability of data.�\r
Write computer programs to organize and clean acquired data in order to create valid analysis datasets.�\r
Interpret, summarize, and share data findings through technical reports to local education agencies and relevant stakeholders.�\r
Prepare technical reports for executive level management.�\r
Provide accountability program analyses in response to legislator and general public inquiries.\r
\r
\r

MINIMUM QUALIFICATIONS

Education:�A Master's degree or the\r
equivalent of 36 credit hours of post-baccalaureate coursework from an\r
accredited college or university.\r
\r
\r
Experience:�Four years of professional experience as a research or\r
data analyst in education or other related field.\r
\r
Notes:�\r
1. Candidates may\r
substitute a Bachelor's degree and two additional years of experience directly\r
related to the position option for the required education.\r
\r
2. Candidates may\r
substitute the possession of a Doctorate degree at an accredited college or\r
university in a field related to the position for one year of the required\r
experience.\r

3. The required field\r
of education and experience are unique for each option and are established by\r
MSDE in accordance with Education Article, Section 2-104 of the Annotated Code\r
of Maryland.� The specific education and\r
experience qualifications for each position are on record in the Office of Human\r
Resources.\r

4. Candidates may\r
substitute U.S. Armed Forces military service experience as a commissioned\r
officer in Education Program classifications or Education Program specialty\r
codes in the Education field of work on a year-for-year basis for the required\r
experience and education.\r

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r

\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
\r
