Duties

Provides advice to agency partners and internal staff negotiating, coordinating, and managing administrative program Inter-Agency Agreements (IAAs).

Serves as the USTDA Training Officer, managing, tracking, and coordinating the agency's professional development subscriptions, budgeting, and enrollments in individual and group courses.

Coordinates for on-boarding and off-boarding USTDA Federal staff, contractors, and interns from clearance thru Entrance on Duty (EOD). Makes necessary arrangements for space assignments and connection of IT system access and equipment.

Serves as Contracting Officer Representative (COR) for facilities maintenance, cleaning, and related contracts. Verifies contractor performance, develops performance work statements and related maintenance schedules, implements maintenance procedures, and reviews and approves contractor invoices.

Manages the agency's student/internship program (paid and unpaid). Develops informational materials and correspondence related to the agency's student/internship program, reviews, and forwards applications to the appropriate region/office for consideration.

Participates in the continual review and evaluation of administrative operations and activities to streamlined operations. Supports the Administrative Team's multi-page SharePoint site by updating, modifying, and managing site content.

Interprets moderately complex administrative policies and regulations and is the point of contact for resolving non-routine operational problems.

    Qualifications

    At the GS -13 level, you must meet the following qualification:

    One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Coordinating and monitoring a variety of administrative functions and services within an office, assisting with human resources functions, such as Intern recruitment, training, performance management, and employee development; making facilities and space utilization recommendations; overseeing facilities maintenance contracts and performance; and experience serving as a Contract Officer Representative for third-party contracts; interpreting and evaluating internal procedures to promote efficiencies and overcome obstacles in the administrative process.

    At the GS -12 level, you must meet the following qualification:

    One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Planning and providing program services for the administrative operations of an office, to include human resources, facilities and space management, training and development; planning and developing strategies to improve day-to-day operations and improve effectiveness, efficiency and productivity; developing budget estimates, justifications and advising on and negotiating contracts; and experience serving as a Contract Officer Representative for third-party contracts.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR b).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    Telework Suitability:
    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Work Schedule:
