Summary

About the Role:

This position will serve as the government relations administrator on the effort to update the Regional Wastewater Services Plan (RWSP), a new Vision for Clean Water and related codes and policies.

This position will serve as the project liaison between the Wastewater Treatment Division, the Metropolitan Water Pollution Abatement Advisory Committee, the King County Council, and the King County Council's Regional Water Quality Committee for the plan update.

This position will work closely with the RWSP planning team during the development of the vision and crafting the RWSP update and support regional conversations and adoption of Wastewater Treatment Division's vision, and planning policies.

This position will assist with monthly meetings with different committees, coordinate efforts with individual members of various committees of elected officials, and provide expert input to the processes.

This position will also support other Division efforts to coordinate and collaborate with our local sewer agency partners.

This position plays a key strategic leadership role in building and maintaining the relationships needed with partners, local agencies and decision makers to craft and manage vision, policies and ultimately a long-term wastewater plan update.

You will be supporting development of the Regional Wastewater Services Plan Update and work on policy development and analysis to support the plan update.

You will lead the communication and collaboration with local agencies to ensure their engagement in the plan update is timely and meaningful.

This position performs work remotely and onsite.

The Regional Wastewater Services Plan (RWSP) team is responsible for developing relationships, coordinating interactions and navigating complex policy and political landscapes between the Division, the Executive's office, the King County Council and their committees, the Metropolitan Water Pollution Abatement Advisory Committee, and state and federal elected officials and their offices.

Job Duties

What You Will Be Doing:

Develop working relationships with members of the King County Council's Regional Water Quality Committee and members of the Metropolitan Water Pollution Abatement Advisory Committee.

Effective at building and maintaining administrative and political liaisons within King County and local governments.
Serve as liaison with public officials; provide status reports and make presentations, provide intergovernmental staff support to various programs.

Participate in and possibly lead some elements of the development and adoption of the updated RWSP, including identification of specific policy changes for the RWSP and any other related plans and the King County Council adoption process.

Lead and support negotiation efforts on intergovernmental agreements to support the work of the Division.
Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:


Bachelor's degree in business, public administration, public affairs, environmental management, planning, or a related field, or an equivalent combination of education and experience.

Strong familiarity with government processes, especially at a local jurisdiction and/or utility responsible for delivering services to taxpayers or ratepayers.

Ability to communicate clearly on policy, legislative, and substantive issues to multifaceted audiences.
Experience working with executive leadership and elected officials to guide the work, process, outcomes, and decisions.
Advanced knowledge and skill in regional engagement, communication, facilitation and negotiations on difficult complex issues and politically sensitive projects.
Excellent written and oral communication skills.

Knowledge of wastewater treatment including industry practices and trends.
Knowledge of water quality regulations.

Working Conditions:

Remote and Onsite Work Details:

Employees in this role work remotely from a home location, with onsite reporting requirements of up to eight days a month.

The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various sites within King County Wastewater Treatment Division's service area, including the collaboration space at King Street Center (201 S.

Requirement:

Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.


Work Schedule:
This full-time position works 40-hour work week.

This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
